Opportunity
Newfoundland and Labrador Health Services is seeking a visionary leader for the role of Vice President (VP) and Chief Operating Officer (COO) – Central Zone.

The Role:
Reporting to the President and CEO, the Vice President (VP) and Chief Operating Officer (COO) will be a key member of the Executive Management Committee and Senior Leadership Team with their primary focus on combining strategic and operational accountability to support the vision and values of Newfoundland and Labrador Health Services (NLHS). The VP COO will be responsible for ensuring the continuity of operations and service delivery within the Central Zone of Newfoundland and Labrador Health Services. As a member of the Executive Management Committee, they will provide strategic and operational leadership to envision, enable, and support the ongoing development and delivery of health programs and services that are based on a provincial standard of care, integrated, efficient, sustainable, high quality, safe, and responsive to the needs of citizens of Newfoundland and Labrador.
The VP COO will have responsibility for day-to-day operations of facilities and programs within Central Zone, including across the following areas: Acute and Long Term Care; Children and Women’s Health; Primary Health Care / Chronic Disease; Community Health / Supports; Rehab / Continuing Care; Food Services; Infection Prevention and Control; Facility Maintenance; Pastoral Care and Ethics; Medical Devices; and Environmental Services. The VP COO will consistently collaborate with all other senior leaders to aide in carrying out their mandates at the zone level. They will work directly with the Zone Medical Director. The VP COO will also work closely with Regional Health Councils, Advisory Committees, and local patient advocates to ensure services are responsive and tailored to meet the needs of the local population.

The VP COO will be accountable for creating and fostering a healthy workplace that promotes effective working relationships that attract, develop, retain, and motivate staff across the zone and the broader health system. They will assume a leadership role in ensuring the programs and departments assigned to the portfolio are successful in attaining defined goals and objectives that are consistent with the strategic operational and fiscal goals of NLHS.

All senior leaders will share responsibility for culture, which includes a commitment to safety and physiological wellbeing. Members of the Executive Management Committee may be assigned responsibility for programs, departments, or projects within the organization, as determined by the Chief Executive Officer.

Requirements of the Role
The successful candidate will have extensive credentials as a senior administrator, strategist, and policy developer and have exceptional communication skills with both internal and external stakeholders. The individual must also have demonstrated leadership ability, high ethical standards, integrity, effective engagement as a member of a team, the ability to facilitate, lead change, and a commitment to the health care community and the organizational development, goals, and objectives of the Newfoundland and Labrador Health Service.

The ideal candidate will draw on 7 years of experience at a senior leadership level that involved planning and delivering a variety of complex, integrated health services provided in several locations with multiple partners and stakeholders. They will demonstrate an excellent understanding of health service delivery with a clear track record of operational performance. Candidates should be masters-prepared or demonstrate an equivalent combination of education and experience.
The successful candidate is a passionate, empathetic leader with exceptional business acumen, and interpersonal skills, as well as a commitment to the LEADS Framework. They must also demonstrate the key skills, behaviors, abilities, and knowledge outlined in the five domains of the LEADS in a Caring Environment framework.
