Job Summary
The new Adult Mental Health and Addictions Hospital was constructed at the Health Sciences Centre through a public-private partnership (P3). A successful proponent was responsible for the design, construction, and ongoing maintenance of the facility under the P3 agreement. The position provides oversight of the contract, ensuring the proponent adheres to contractual obligations, performance standards, and service requirements throughout the term of the agreement.

The Project Manager is responsible for managing and administrating the P3 contract on behalf of NL Health Services from contract award through to the end of the service period. The Project Manager will ensure NL Health Services agreed contractual position is protected by monitoring the services provider’s performance against the contract specifications, managing payment for services and ensuring continuous improvement in contract performance and service delivery is maintained. The Project Manager will be NL Health Services' single point of contact with respect to the operating period and services with authority to act on behalf of and bind NL Health Services with respect to service covered in the Contract Agreement.

As part of the NL Health Services Management Team, the Project Manager is accountable to the Director of Infrastructure Support. The incumbent will play a key role in developing relationships with the service provider for the adult mental health and addictions hospital. The incumbent works independently and is accountable for managing the service contract budget.

This position reports to the Regional Business Manager Infrastructure Support Leasing and Accommodations.

Job Qualifications

Education

A Bachelor’s degree in Business, Finance or a relevant field is required.

Project Management designation is an asset (PMP).

ExperienceMinimum five (5) years’ experience within the last seven (7) reporting and managing healthcare contracts and project financials is required.

Experience in a leadership or management role.

Experience in performing contract monitoring.

Experience managing complex services.

Competencies (Knowledge, Skills & Abilities)

Familiarity with construction methodology and a thorough understanding of the risks inherent within the industry.

Knowledge of contract terminology, practice and concepts

Knowledge of contract management methodology, performance monitoring, risk registers, auditing, quality assurance

Knowledge of business planning looking for opportunities to enhance delivery and improve value for money.

Demonstrated strong leadership skills.
