The Role
Reporting to the VP Corporate Services, the Sr. Director - Provincial Corporate Accounting & Financial Reporting is a member of the senior leadership team with their primary focus to lead and manage the financial operations of the organization of Newfoundland and Labrador Health Services. The Sr. Director - Provincial Corporate Accounting & Financial Reporting work closely with other senior leaders to create and provide strategic and operational leadership to envision, enable, and support the ongoing delivery of payroll, revenue and collection, accounts payable, client services, financial reporting and financial controls and is responsible for the delivery of quality financial services to all areas of the Authority and related entities.
The Sr. Director - Provincial Corporate Accounting & Financial Reporting will have responsibility for areas that include:
• Strategic Planning and Service Management: Serving as a member of senior management, leads the provincial strategic planning efforts and addresses organization-wide policy and management issues for the Financial Services Department; focuses on mid- to long-term planning activities, in consultation with executive leaders, including the development of goals and objectives that link to the organization's mission and vision; plans, with key providers, and implements an appropriate model of support to patient care; participates in decisions and policymaking, and shares overall accountability with other members of the senior management team. Plans, organizes, directs, and controls all services provided by the Financial Services department. Ensures that adequate staffing levels and necessary equipment is available so that the department can function at a high level.
• Reporting Compliance: Responsible for ensuring that all financial information and financial reporting for the province across all regional zones and related entities follows Canadian Generally Accepted Accounting Principles (GAAP) for public sector reporting bodies.
• Policy and Procedure Development and Implementation: Responsible for the development of policies and procedures for the department, development, and implementation of quality initiatives for the department and must ensure that staff participate in the development of both.
• Issue Resolution: Contributes to maximum operating efficiency through effective financial management by the resolution of organizational and divisional financial issues as they arise.
• Corporate Reporting: The Sr. Director - Provincial Corporate Accounting & Financial Reporting is responsible for ensuring Monthly, Quarterly and Annual Reporting completed in a timely and accurate manner for the Vice President - Corporate Services so that statements can be presented to the Finance Committee of the Board. Responsible for overseeing financial reporting in accordance with directives from the Public Sector Accounting Board (PSAS) and Canadian Generally Accepted Accounting Principles (GAAP) for public sector reporting bodies.
• Quality: Develops and monitors quality indicators for the department.
• Annual Audit: Plans, coordinates and prepares for the annual audit of financial statements to be performed within the timelines required. Ensures that issues identified in the external or internal audit management letters are responded to and addressed.
• Inter-departmental Collaboration: Maintains a good working relationship with other organizations such as the Department of Health and Community Services, Department of Finance, and other organizations.
• Communications: Strategically plans communications to engage employees and key stakeholders; builds and maintains collaborative relationships with executive leaders, key stakeholders (e.g., physicians, staff, community partners) to ensure effective service delivery and manage expectations; fosters an environment of open, honest, timely and respectful communications.
• Budgeting: Assures that assigned areas of responsibility perform within budget; performs cost control activities; monitors revenues and expenditures to ensure sound fiscal control; prepares annual budget; ensures effective and efficient use of budgeted funds, personnel, materials, facilities, and time.
• Internal Controls: Develops and maintains adequate internal controls so that the Authority financial reports properly reflect its financial condition and assets of the Authority are safeguarded.
• Management Orientation: Contributes to organization wide management development by presenting financial services guidelines and overviews at management orientation and management essentials sessions.
• Operating Plan Guidance: Contributes to the effective management of the Authority and related entities through provision of competent advice and guidance to senior managers in the development of their operating plans.
• Cash Flow Analysis: Ensures the preparation of a cash flow analysis to project available cash or the need to access credit facilities from the bank.
• Capital Planning: Coordinates the creation and maintenance of capital equipment and capital infrastructure plans in conjunction with other relevant departments within the Authority to ensure a sound capital plan is maintained for the organization.
• Compliance: Ensures compliance with legislative, (Provincial Health Authority Act, Income Tax Act, Public Service Pension Plan Act, etc.) statutory and collective agreement requirements.
• Continuous Improvement: Reviews Departmental policies and procedures and work processes with the view to strengthening internal controls and creating efficiencies. Responsible for being aware of new and enhanced technologies that can lead to enhanced efficiencies.
• Department Financial Stewardship and Accountability: Supports sound financial management through accurate business planning and forecasting within assigned operational mandates. The Sr. Director - Provincial Corporate Accounting & Financial Reporting will collaborate with internal partners (e.g., HR, Budgeting) on total reward planning to ensure adequate forecasts and calculations of expenditures for budgeting, reporting and other analytics are considered to develop compensation and benefits proposals.

Requirements of the Role
The ideal candidate will draw on 3+ years of experience at a senior leadership level involved in payroll, revenue and collection, accounts payable, financial reporting, financial controls, the delivery of quality financial services. The successful candidate will have experience as a senior administrator, strategist, and policy developer and have exceptional communication skills both with internal and external stakeholders. Candidates must be able to demonstrate experience in a health system setting. Candidates should hold a designation from the Chartered Professional Accountants of Canada or demonstrate an equivalent combination of education and experience.
