Manager, Procurement

The Manager, Procurement is a strategic leader and subject matter expert responsible for advancing procurement practices across the organization. This role ensures that HPA's procurement activities are accountable, transparent, ethical, and deliver best value, while supporting operational and strategic priorities.

What You'll Do:

  • Serve as HPA's procurement expert, providing guidance on policies, processes, and best practices
  • Lead supplier sourcing strategies and oversee end-to-end procurement activities
  • Ensure consistent application of procurement policies, procedures, and frameworks
  • Modernize procurement tools, workflows, and practices to enhance efficiency and effectiveness
  • Identify and implement process improvements to streamline procurement operations and achieve best value
  • Collaborate with departments to understand needs and support effective procurement planning
  • Manage and develop procurement staff, including setting priorities and building capability
  • Provide reporting, analysis, and insights to support decision-making and oversight
  • Build and maintain strong, professional relationships with suppliers and vendors
  • Develop and maintain contract templates and procurement tools
  • Support contract administration and supplier performance management
  • Lead continuous improvement initiatives, including benchmarking against leading practices
  • Support training, knowledge sharing, and change management across the organization

What You Bring:

  • Post-secondary education in supply chain management, business administration, or a related field (or equivalent experience)
  • Minimum of five (5) years of progressive experience in procurement, sourcing, or contract management
  • Experience working in a complex or regulated environment (public sector experience is an asset)
  • Strong knowledge of procurement practices, contract management, and sourcing strategies
  • Understanding of procurement legislation, policies, and trade agreements
  • Demonstrated leadership experience managing staff and working across multiple teams
  • Strong analytical, problem-solving, negotiation, and decision-making skills
  • Excellent communication and stakeholder engagement abilities
  • Experience with procurement systems and tools, including Microsoft 365 and SharePoint
  • Ability to manage multiple priorities and work both independently and collaboratively
