JOB SUMMARY:
Reporting to the Primary Health Care Directorate, the incumbent possesses extensive expertise and experience in streamlining operations and resources. They provide strong leadership and support the transformation of the health care system toward a primary health care–focused model, in alignment with the strategic plan, with a view to system optimization, effectiveness, and efficiency. In collaboration with directors, managers, and partners, the incumbent leads successful change by managing complex improvement projects, analyzing current workflows, identifying opportunities for improvement, and designing, developing, evaluating, and implementing change initiatives using advanced improvement strategies and techniques. They develop a lean operating model within a clinical environment by leveraging data at all stages of the care pathway, along with in-depth analysis and close monitoring of performance indicators. They work with various stakeholders to identify barriers, streamline processes, and implement innovative solutions for the use of community-based services and resources, as well as to optimize functional processes and ensure smooth transitions with specialized services, including hospitals. The incumbent plays a critical role in optimizing the allocation and utilization of human resources within our facilities and must be motivated to help the organization achieve excellence in person-centered care while maintaining an efficient and effective approach.
REQUIREMENTS:
- Bachelor's degree in a health-related field, business administration, or health services administration;
- Master's degree in a health-related field considered an asset;
- Certification in health care administration/management considered an asset;
- Certification in process optimization or project management considered an asset;
- Certificate in process and quality improvement considered an asset;
- Minimum of five (5) years of experience in the health care sector, in roles requiring collaboration and engagement of health care professionals, group facilitation, workforce planning, or a related field;
- Minimum of two (2) years of experience in project management, change management, and continuous quality improvement;
- An equivalent combination of education and experience may be considered;
- Knowledge of Microsoft 365 and other software used within the Network;
- Knowledge of Visio, Whiteboard, and Power BI;
- Knowledge of Miro/Mural considered an asset;
- Proficiency in data analysis and interpretation, with the ability to collect, analyze, and present data using Microsoft Excel, statistical tools, and other relevant software to identify trends and effectively measure performance;
- Proficiency in methodologies and tools such as process mapping, flowcharts, cause-and-effect diagrams, Pareto charts, affinity diagrams, tree diagrams, 5S, and FMEA;
- Ability to translate clinical data into operational recommendations to support decision-making;
- Strong understanding of health care operations, including staffing models, patient acuity, and regulatory requirements of professional associations;
- Excellent communication skills and the ability to collaborate effectively with colleagues at all levels of the organization, as well as with the medical sector and health care providers;
- Initiative and the ability to anticipate organizational needs;
- Objectivity and the ability to represent different perspectives fairly and manage critical conversations with tact;
- Demonstrated ability to engage interdisciplinary teams in collaborative continuous improvement initiatives to achieve results in a complex and rapidly evolving environment;
- Ability to work both independently and as part of a team;
- Physical ability to perform assigned duties;
- Satisfactory previous work record (performance and attendance);
