Bell is seeking a Director of Procurement & Asset Management to lead sourcing, vendor governance, and asset lifecycle management for its national data center infrastructure. This role ensures critical equipment and services are sourced strategically, governed effectively, and transitioned into operations with full lifecycle visibility, supporting reliable and scalable mission?critical environments.
Key Responsibilities- Lead sourcing strategies for critical data centre equipment and services, including RFP/RFQ development, commercial negotiations, contract execution, and vendor onboarding.
- Ensure sourcing decisions align with approved technical standards, delivery strategies, and long?term portfolio objectives.
- Define and maintain supplier qualification and certification frameworks aligned to engineering, operational, and lifecycle requirements.
- Own vendor commercial governance, including performance management, contract compliance, renewals, and escalation pathways.
- Translate early planning signals and portfolio demand into long?lead procurement strategies and readiness milestones.
- Proactively identify and mitigate supply chain risks impacting schedule, cost, or operational readiness.
- Maintain an authoritative asset inventory and lifecycle traceability from purchase through installation and operation.
- Ensure asset records, ownership, and lifecycle states are auditable and aligned with financial and operational systems.
- Define lifecycle strategies for warranties, spares, refresh, and retirement in partnership with Data Centre Operations.
- Ensure assets are supportable, maintainable, and operationally ready prior to acceptance into steady?state operations.
- Collaborate with Engineering to ensure sourcing aligns with approved designs and standards.
- Partner with Program Controls to ensure procurement activities align with funding approvals, change control, and delivery timelines.
- 12–15+ years of experience in procurement, supply chain, or asset management within large infrastructure or mission?critical environments.
- Demonstrated leadership in sourcing complex, technical equipment and services across multiple vendors and categories.
- Strong contract negotiation, commercial governance, and vendor management expertise.
- Experience operating within regulated, audit?sensitive, or governance?heavy environments.
- Proven ability to lead cross?functional coordination across engineering, controls, and operations.
- Experience supporting data centre, hyperscale, or mission?critical infrastructure builds, including long?lead equipment.
- Strong working knowledge of enterprise procurement and asset management systems (e.g., ERP, asset/CMDB tools).
- Ability to assess lifecycle implications of sourcing decisions, including warranty, spares, and operational support impacts.
- Experience developing supplier qualification frameworks or national?scale sourcing strategies.
- Professional certifications in supply chain or asset management considered an asset.
Adequate knowledge of French is required for positions in Quebec.
