By building a secure, high?performance, coast?to?coast compute fabric, Bell is creating the foundational infrastructure required to power the next generation of AI innovation, while ensuring data sovereignty, reliability, and scalability at national scale.

Bell is seeking a Director of Data Center Program Controls to provide independent, disciplined oversight of cost, schedule, change, and delivery performance across major data center programs. This role ensures predictability, transparency, and executive confidence in the delivery of mission?critical infrastructure by owning capital financial integrity, schedule analytics, and governance processes at a national scale.

Key Responsibilities

Capital Cost & Financial Controls

  • Own capital cost baselines, commitments, actuals, forecasts?at?completion, and variance analysis across the data centre portfolio.
  • Ensure cost controls are consistently applied, audit?ready, and aligned to approved funding and governance frameworks.

Schedule Management & Analytics

  • Govern the Integrated Master Schedule, ensuring logic?driven, risk?aware schedules aligned across engineering, procurement, construction, commissioning, and operational readiness.
  • Lead critical path analysis and forward?looking schedule risk assessment to support predictable delivery.

Change Control & Impact Governance

  • Lead Change Control Board (CCB) governance, ensuring cost and schedule impacts are fully quantified and approved prior to execution.
  • Enforce disciplined sequencing, decision rights, and documentation standards for all material changes.

Reporting & Executive Decision Support

  • Define project controls reporting standards, KPI dictionaries, and executive reporting cadence.
  • Translate complex cost and schedule data into clear, decision?oriented insights for executive leadership.

Risk & Contingency Governance

  • Own program?level RAID governance, including quantification of cost and schedule risks.
  • Govern contingency allocation and drawdown to prevent unmanaged erosion and late?stage surprises.

Controls Systems & Data Integrity

  • Own governance, configuration, and data integrity of project controls systems across cost, schedule, and reporting.
  • Drive continuous improvement in controls tools, data standards, and analytics maturity.
Critical Qualifications
  • 10–15+ years of experience supporting major capital or mission?critical infrastructure programs.
  • 7+ years in senior project controls, PMO, or capital governance leadership roles.
  • Demonstrated expertise in cost control, schedule management, and change governance for complex, multi?stakeholder programs.
  • Strong executive communication skills with the ability to translate controls data into actionable decisions.
  • Experience operating in audit?sensitive, governance?driven environments.
Preferred Qualifications
  • Strong working knowledge of industry?standard project controls tools, including Primavera P6 for integrated scheduling and enterprise cost management systems (e.g., EcoSys, SAP, e?Builder, Procore, or equivalent).
  • Ability to challenge schedule logic, critical path validity, and cost forecast integrity at an expert level.
  • Experience supporting data centre, hyperscale, or mission?critical facility builds.
  • Professional certifications such as PMP, PSP, EVP, CCP, or equivalent.
