Director of Financial Operations

The Town of Carbonear is inviting applications to fill the position of Director of Financial Operations on a full-time, permanent basis.

Reporting to the Chief Administrative Officer, the Director of Financial Operations will be responsible for the following:

• Oversee financial planning, budgeting, and reporting for the Town, ensuring fiscal responsibility.
• Assist the CAO in preparing financial statements, budgets, and long-term financial forecasts.
• Monitor and analyze financial performance, identifying opportunities for cost efficiency.
• Ensure proper accounting procedures, financial controls, and compliance with legislation.
• Supervise accounts payable, accounts receivable, payroll, and municipal tax collection.
• Liaise with external auditors and government agencies regarding financial matters.
• Provide leadership and direction to office staff, ensuring efficiency in operations.
• Manage IT and records management functions to maintain accurate municipal documentation for financial operations.
• Ensure office equipment, supplies, and resources are maintained to support municipal operations.
• Participate in recruitment, training, and performance management of office staff.
• Ensure the efficiency and productivity of the administrative arm of council by taking on other comparable and related duties, as required.

QUALIFICATIONS

The ideal candidate would have the following certifications and experience:

• Completion of a Business or Commerce degree, with an accounting major, supplemented by relevant work experience
• Significant experience in municipal administration, finance or a similar role.
• Knowledge of and experience with the Public Procurement Act
• Knowledge of the Access to Information and Protection of Privacy (ATIPP) Act.
• Experience with computerized accounting system preferably with Town Suite software.
• Excellent organizational, leadership, and problem-solving skills. Strong understanding of the Towns and Local Service Districts Act and other applicable legislation.
• Equivalent combinations of education and experience may be considered.
