DESCRIPTION OF WORK:

Reporting to the Director of Engineering and Public Works, the Manager of Public Works is responsible for the overall leadership and management of the Public Works Division. This includes the administration of personnel, services, and programs, with a focus on safety culture and continuous improvement. The Manager of Public Works provides overall leadership in the planning, organizing, controlling, and managing of the orderly and efficient operations of the Public Works department of the Town of Conception Bay South.

As a member of the Town of Conception Bay South management team, it is of utmost importance that this position performs all duties and operations in accordance with the Town's Respectful Workplace Policy and with consideration of all workplace health and safety policies, procedures, and requirements, as set out by the Town and government.

QUALIFICATIONS AND EXPERIENCE:

• Completion of post-secondary education in a discipline relevant to municipal operations
• Minimum of 10+ years' experience in progressively more responsible administrative and supervisory roles in the area of Public Works. Such experience within a unionized environment would be considered an asset
• Successful completion of applicable certification exams as per Provincial and Federal legislation (or ability to obtain), and any additional training as required by the Town
• Leadership and supervisory training would be considered an asset
• Valid Driver's License for the Province of Newfoundland and Labrador
• Any equivalent combination of related education or experience may be considered

SKILLS:

• Broad Public Works background with knowledge of work in street maintenance methods and materials, including specific road construction and repair methods; solid waste collection, processing and/or programming; water distribution; sanitary and storm sewage systems; environmental management practices and stewardship
• Ability to implement all provincial and federal occupational health and safety regulations, municipal policies and procedures, and maintain a culture of safety while improving occupational health and safety status year over year
• Knowledgeable of applicable provincial and federal codes, regulations and laws applicable to Public Works administration
• Proficient knowledge of principles and practices of governmental fiscal management including budget preparation, expenditure control, procurement and sound recordkeeping
