THE ROLE:

Reporting to the Town Council, we are seeking a motivated and community-focused Chief Administrative Officer (CAO) which is a senior management position responsible for the strategic leadership and efficient delivery of all the Town's administrative and operational services. The CAO provides highly effective advice, guidance and support to the Mayor, Council and its structures in developing and implementing policies and strategies that address the unique qualities and business growth needs of the Town of Witless Bay.

You are at the point in your career where your leadership and municipal record have prepared you for this challenge.

Experience, Education, and Professional Development:

  • Proven leadership experience (5-10 years) in complex work environments. Experience in the municipal sector and an understanding of the Towns and Local Service Districts Act, along with other applicable legislation would be considered an asset.
  • Degree in Business or Public Admin or a related field or equivalent combination of education and experience.
  • Demonstrated ability to provide organizational leadership in strategic and operational planning, project management, reporting, budgeting, funding proposals, financial management, human resource management and labour relations, procurement, risk management, policy development, public relations, and ATTIP.

Key Functions and Competencies:

  • Provide leadership and advice to the Town Council including guiding and engaging a dedicated workforce, fostering a workplace culture focused on service excellence, innovative thinking, and teamwork.
  • Deliver organizational leadership and execution in strategic and operational planning, project management, reporting, budgeting, funding proposals, financial management, human resource management and labour relations, procurement, risk management, policy development, public relations, and ATTIP.
  • Administer the day?to?day operations of the municipality, ensuring effective implementation of Council policies, municipal bylaws, and legislative requirements under the Towns and Local Service District Act.
  • Manage the planning, implementation, and evaluation of programs and services.
  • Collaborate with government partners, community organizations, and the public on initiatives and services.
  • Represent the Town of Witless Bay at community at events and activities to enhance the Town's profile.
  • Exceptional communication, leadership, interpersonal, and organizational, and time management abilities.
  • Proficiency in Microsoft Office Suite and Google Workspace.
  • Hold a valid NL driver's license and able to provide a clear Certificate of Conduct and be bondable.
