MUNICIPAL ENGINEERING TECHNOLOGIST

THE OPPORTUNITY

At the Town of Oromocto, we believe our people are the foundation of our success. We are currently seeking a Municipal Engineering Technologist to work under the direction of the Director of Engineering Services.

This position supports the delivery of municipal engineering services through the planning, design, inspection, and management of infrastructure projects, with a focus on, transmission networks, treatment systems, and transportation infrastructure. Responsibilities include preparing and reviewing feasibility studies, technical documentation, engineered drawings, cost estimates, monitoring project budgets, schedules and contract administration, and assisting with construction inspections. This role involves regular collaboration with the Director of Engineering, consultants, Public Works staff, contractors, and the public. The ideal candidate will have experience working in a municipal environment, including capital project cost estimation and budget management, along with strong knowledge of municipal infrastructure systems, treatment processes, and engineering service delivery practices.

QUALIFICATIONS/SKILLS & EXPERIENCE REQUIREMENTS

Essential Qualifications:

  • Diploma in Civil Engineering Technology (or equivalent).
  • Designation as a Professional Technologist (P.Tech), Professional Engineer (P.Eng), or equivalent.
  • Minimum of 5+ years of progressive leadership experience in a municipal environment or Civil Engineering, with at least 2+ years in a senior management role.
  • Proficiency with water and sanitary pipe networks and treatment facilities operations.
  • Working knowledge with programs like Microsoft Office, AutoCAD, and GIS to name a few.
  • Familiarity of Occupational Health and Safety and Environmental Regulations.
  • Excellent organizational, time-management and multi-tasking skills.
  • Valid Driver's License with a satisfactory driver's abstract.
  • Satisfactory criminal record check.

Preferred (Asset) Qualifications:

  • Practical field experience working with traditional survey gear and GPS Rover equipment for topo survey pick-up and layout work regarding roadway and site layouts.
  • Proficiency with Autodesk Civicl 3D, ArcGIS Pro, Rover software, and SCADA, to name a few.
  • Project Management Professional (PMP), or the eligibility to qualify, is considered an asset.
  • Asset Management Professional (AMP), Asset Management certified programs, or equivalent type training, is considered an asset.
  • The ability to communicate in both official languages is considered an asset but is not a requirement for this position.

CORE EXPECTATIONS OF ROLE

  • Assist with departmental management functions, including preparation of reports and support for capital budget development and administration.
  • Support procurement and contract administration, including inspections, project meetings, issue resolution, and payment approvals.
  • Prepare, review, and maintain engineering documents, standards, specifications, technical reports, drawings, and cost estimates.
  • Assist in the design, construction, inspection, and documentation of municipal infrastructure projects, ensuring compliance with approved plans and standards.
  • Conduct field inspections and coordinate with contractors to identify deficiencies, resolve issues, and document construction activities.
  • Provide technical support to engineering and Public Works staff, including field surveys, data collection, and interpretation of drawings and specifications.
  • Assist with asset management and GIS data, including condition assessments, lifecycle analysis, and capital planning support.
  • Support communications with municipal staff, external agencies, stakeholders, and the public, including preparation of public notices and Council reports.
  • Build positive working relationships and contribute to continuous improvement initiatives within the department.
  • Perform other related duties as assigned, including acting responsibilities when required.

TERMS OF EMPLOYMENT

  • Permanent, full-time, non-bargaining position
  • Offices located at the Dept. of Engineering and Public Works, 181 Black Watch Ave., Oromocto
  • Operations are Monday - Friday (35 hours per week) with occasional hours required outside the standard work week
  • Salary is commensurate with the Salary Administration Policy for Non-Unionized Employees. Placement within Pay Band 5 ($77, 534 - $96, 918) will depend on qualifications, years of experience, and demonstrated leadership scope.
