The Opportunity

The Director, Communications leads a strategic communications program for the Nova Scotia Provincial Housing Agency. Accountable for leading a team who produces, implements and evaluates communications plans that promote public awareness and understanding of the agency and government initiatives. As a member of the executive team, the Director reports to the CEO and advises on complex issues affecting both internal and external stakeholders. The Director plays a pivotal role in communicating the Agency's priorities and provides expertise as required in critical situations.

Responsibilities
  • Lead the development and execution of the Agency's annual strategic communications plan, aligned with agency and government priorities.
  • Direct integrated communications strategies for major initiatives, programs, policy changes, and legislative or Cabinet-related matters.
  • Provide strategic advice to the CEO and executive leadership on communications risks, stakeholder impacts, reputational issues, and public response.
  • Lead media relations, public affairs, digital communications, marketing, and stakeholder engagement activities to support public awareness and understanding.
  • Support senior leaders and spokespersons in preparing for complex and sensitive issues involving the legislature, media, and public audiences.
  • Lead communications planning and response for high-risk, urgent, or crisis situations, including issues impacting public confidence, health, or safety.
  • Collaborate across government, including with central agencies and departments, to ensure alignment of messaging and corporate priorities.
  • Provide leadership for the effective management of human and financial resources, including team performance, budgeting, forecasting, and procurement oversight.
Qualifications

Must Have

  • Degree in Communications, Public Relations, Journalism, Public Administration, Political Science, or a related field.
  • Progressive experience in communications, including senior-level strategic communications planning and execution.
  • Extensive experience in leadership role, managing teams and budgets.
  • Demonstrated experience:
    • advising executive leadership,
    • managing media relations and stakeholder engagement at a senior level,
    • delivering multi-channel strategies (digital, media, public affairs, internal comms).

Nice to Have

  • Experience in government and public sector.

This position requires a valid driver's license and access to a reliable vehicle. Occasional travel within the province is required.
