JOB DESCRIPTION:

Job Summary

This position reports to the Director, Codiac Transpo and is a member of the Department's management team.

This is an administrative and technical management position, responsible for overseeing all aspects of the Department's fleet maintenance program

The incumbent will also assume internal responsibility for the physical plant and transit street infrastructure including the placement, repair and ongoing maintenance of all bus shelters and other customer service structures in the metropolitan service area. The ability to prioritize and assign manpower/resources to a growing number of municipal-owned transit vehicles for general and specific repairs as well as the preventative maintenance program is required. The effective application of leadership skills to ensure these programs fully support operational needs and the ability to Codiac Transpo to sustain operations and approved service levels are a key factor for ridership growth.

Compensation and benefits as per collective agreement, including shift premium for night shift.

Principal Duties and Responsibilities

Vehicle Maintenance

Supervises mechanics and oversees shifts and daily work schedules to bus mechanics in accordance with maintenance priorities, prescribed service schedules, and date-sensitive inspections.

Ensures mechanical staff has the necessary equipment and parts to complete repairs in a safe and timely manner.

Monitors daily the periodic maintenance requirements, schedules, and detail work accordingly.

Arranges for any specialty maintenance work to be performed off property by writing specifications, obtaining quotes, generating requisitions and coordinates these activities with corporate purchasing staff.

Responsible for the monitoring and enforcement of the New Brunswick Occupational Health and Safety Act, Worksafe NB, and corporate safety and wellness rules, policies and procedures within the maintenance division and on site.

Identifies and coordinates any training or refresher training necessary to ensure efficiency, safety and wellness of workers and liaises closely with corporate safety and training staff. Maintains up-to-date training and safety-related logs, reports and forms. Provide safety talks and update safe work practices.

Finance

Prepares preliminary budgets for the Maintenance Department including fleet, building, service crews and bus shelter infrastructure.

Provides regular information to transit management and Finance Dept of budgetary expenditures in keeping with corporate goals and objectives.

Inventory Control, Procurement and Data Systems

Provides oversight of a fully automated fleet maintenance system. Monitors and contributes data entries, the maintenance of vehicle and inventory records and files to ensure accuracy and up-to-date record-keeping standards.

Oversees the monitoring of inventory levels, identifies shortfall and/or depleted parts and supplies and provides for the necessary requisitions for procurement in keeping with corporate purchasing policy and procedures.

Ensures routine shipments of heavy equipment are sent and/or received according to policy and all necessary documents for payment are forwarded to the Finance Department on a timely basis. Provides all necessary documents for international shipments.

Manages the annual general inventory of vehicle parts and accountable stock in keeping with Finance Department guidelines and those of public auditors.

Service Crews

Supervise Servicepersons and prepares and assigns all work schedules for the fueling, washing and cleaning of all transit buses and vehicles within the department.

Establishes, monitors and evaluates cleaning standards to ensure a high and consistent level of cleanliness throughout the fleet.

Ensures the service section has the necessary equipment and supplies essential to effectively sustain fleet operations in a safe and efficient manner. inspect vehicles and plant to ensure safety and cleaning standards are met. Provide safety talks, update safe work practices. Supervise fare processing activities.

Identifies and coordinates any training or refresher training necessary to ensure efficiency, safety, and wellness of workers and liaises closely with corporate safety and training staff. Maintains up-to-date training and safety-related logs.

Physical Plant and Infrastructure

Provides for the daily monitoring of all technical systems and equipment within the transit facility, including the scheduling of routine and seasonal maintenance and maintains regular liaison with all service contractors.

Liaises with the Facilities Department to ensure any deficiencies and repairs are reported and addressed and follows through to ensure work is completed.

Conduct building inspection and safety checklist.

Access to security and camera infrastructure.

Coordinates with Human Resources dept where applicable forin-house training of staff related to health and safety, corporate policies or technical equipment necessary to sustain operations including indoor fueling, bus washing, bus cleaning, pressure washing, sanitization, compressor equipment, hoist and crane equipment to sure their proper and safe use. Included are mechanized equipment such as forklifts and automated sweepers.

Manages the department's bus shelter and transit station program within the metropolitan area including coordinating installation, repair and preventative maintenance. Provides for periodic inspections of all structures. Coordinates the provision of cleaning and snow clearing services with the corporate purchasing department.

Reports on all necessary repairs and maintenance needed to the transit facility and arranges for appropriate approval. Activity may include submitting forms, obtaining estimates, providing input on specifications and/or obtaining detailed information necessary for the approval process.

Primary responder (on-call) for all monitoring equipment including technical alarms and major bus related incidents.

Must possess the ambition to learn and understand ever changing and complex mechanical systems in urban transit buses and within the transit centre.

Safety

Actively monitors and evaluates work site safety and investigates/reports on environmental programs such as oil or fuel spills, illegal dumping, safety equipment, safe heavy lift operations, hazardous materials, etc.

Enforces safety regulations and practices including taking immediate corrective action where necessary and reports to appropriate department and corporate personnel.

Ensures working environments are kept clean and safe.

All other duties as assigned.

JOB SPECIFICATIONS:

Required Knowledge, Skills and Qualifications

Education

High School graduate or equivalency.

Must have two-year post-secondary education from a recognized institution in Mechanical Engineering Technology, Business Administration or related field or a graduate from a recognized Trade or Technical School in the field of Mechanics/Welding/Metal Fabrication.

Experience

Must have a minimum of five (5) years related work experience in the environment of coordinating vehicles and fleet maintenance along with developing administrative procedures and presenting reports.

Must have a minimum of two (2) years' experience in supervising or leading people.

Language

The ability to function in English is a requirement. As per provincial language proficiency standards, functional is determined to be at the Intermediate+ (2+) level or higher.

Knowledge

Must be knowledgeable with relevant sections of the NB Occupational Health and Safety Act and Motor Vehicle Regulations.

Must have the ability to organize, implement and direct vehicle maintenance operations and activities

Must possess the knowledge of the equipment, tools and materials used in vehicle and equipment maintenance activities and services.

Must have the ability and willingness to work within any relevant Collective Agreement.

Must have good report writing skills.

Must have good interpersonal skills and be self-motivated.

Must have good dispute resolution skills.

Technical

Intermediate ability using Microsoft Office programs, such as Word, Excel, Power Point, Teams and Outlook.

Must have a comprehensive understanding of technical data and terminology in a mechanical environment. Must be able to communicate technically with co-workers or contacts and at a level understandable to non-technical contacts.

Must possess the ability to perform administrative skills and organize the work of subordinates.

Requires a level of judgment appropriate to applying established practices, policies or procedures to standard work assignments and resolving frequent minor problems.

The work requires initiative and some discretion in tasking work assignments. There is a responsibility for tasking the efficient and effective use of manpower material and equipment resources.

Must possess and maintain a Class 2E drivers' license or higher.

Contacts

Work requires contact with co-workers, employees of the City of Moncton, other municipal partners, suppliers, private business, professional organizations, etc.

The incumbent will be responsible for establishing and maintaining a professional and courteous working relationship with the service agencies and departments of Codiac Transpo's partners and clients.

Supervision

Work requires the monitoring of all work being carried out in the vehicle maintenance facility including software updates of various fleet technology systems, detailed work orders, sourcing bus parts, processing warranty claims, monitoring fuel and mileage reports, verifying shop invoices, etc. Responsible to supervise and assign work to mechanics/servicemen/inventory clerk.

The incumbent will provide leadership and supervision through regular coaching, recruitment and selection of staff. Establishes an environment that is conducive to quality and teamwork. Provides performance feedback and manages disciplinary measures, and matters consistent with corporate policies such as, Health and Safety, Attendance, Respectful Workplace, etc. Insures staff are provided with the relative development and training programs.

Coordinates construction and maintenance of bus shelters.

Oversees the contractor(s) for the snow removal,salting and yard maintenance for the Transit centre.

This position requires a self-starter and self-motivated person working under a minimum of oversight with interest in learning. Future building expansion and zero emission buses will require increased project planning tasks for incumbent

CONDITIONS OF WORK:

The work requires periodic high levels of attention and concentration. Good working environment. The work normally requires light-to-moderate physical effort.

The regular workweek consists of forty (40) hours per week, Monday to Friday, 3pm - 12 supervising mechanics and servicepersons. The position may require night or weekend work, as job conditions vary, in accordance with CHEA / PSAC Local 60200 Collective Agreement. Extended working hours may be necessary during major special events.
