Reporting to the Manager, Policy, the Senior Policy Analyst works collaboratively and with internal/external partners and stakeholders to lead policy development, implementation, evaluation and monitoring within the Nova Scotia Provincial Housing Agency (NSPHA). This position uses formal processes and tools to lead development of high quality, evidence-based policy documents, reports and recommendations, as well as regulations/legislation, that are strategically aligned with NSPHA and government priorities. The Senior Policy Analyst spearheads complex policy research projects, from start-to-finish, and provides leadership to Agency-wide projects and initiatives. May supervise entry level positions.

Responsibilities
  • Lead comprehensive research, analysis, measurement and evaluation of complex policy issues to provide strategic advice to senior leadership.
  • Enhance Agency-wide operations by leading provision of sound advice on the development and implementation of policy initiatives on a broad range of issues based on policy research, stakeholder consultations and in-depth analysis of the subject matter, resulting in the preparation of professional policy papers and recommendations.
  • Contribute to the effective planning and management of the Agency's legislative and regulatory agenda by engaging stakeholders to address key issues, researching emerging trends and best practices and identifying strategies to achieve organizational goals.
  • Provide input into the strategic direction of the Agency's policy and planning mandate. This includes integrating policy and business planning through annual preparation of strategic business plans and accountability reports in consultation with the senior leadership team. Additionally, it involves working with senior leadership to set policy priorities and coordinating the policy development effort to ensure timely achievement of these priorities. Promotes accountability by leading outcome reporting, monitoring performance on business plan priorities and reporting on performance measures.
  • Support preparation of submissions to Executive Council and Finance and Treasury Board (e.g., memorandums to Executive Council, reports and recommendations), which may include subject matter related to labour relations.
  • Provide policy advice and lead preparation, coordination and quality assurance for divisional briefing materials and briefing binders for the Chief Executive Officer, Deputy Minister and Minister. Collaborate with management and staff to ensure comprehensive and timely responses to requests for input into NSPHA and government-wide initiatives.
  • Lead administration and management of Board operations, including training as well as engagement activities with clients and community partners.
  • Responsible for effective and efficient coordination of responses to requests for information under the Freedom of Information and Protection of Privacy Act.
  • May represent NSPHA on various internal and external working groups and committees.
  • In supervising entry level staff, ensure effective management of human and financial resources by setting and evaluating staff performance targets, promoting diversity and a healthy workplace, demonstrating leadership competencies, respecting corporate human resources practices, promoting teamwork and individual development, maintaining internal communications and monitoring expenditures while adhering to procurement guidelines.
  • May perform other related duties as assigned.
Qualifications

Must Have

  • Bachelor's degree in a related field such as Public Administration, Law, Humanities or Social Sciences.
  • Progressive experience in the planning, development, and implementation of policies and programs, including leading, monitoring, and overseeing policy initiatives.
  • Knowledge of research methods, coordination of multi-disciplinary teams to develop and/or review a wide range of deliverables, including reports, presentations, briefing notes, submissions and other materials.
  • Sound judgement and initiative exercising autonomy in drafting policy recommendations.
  • Excellent communication skills and experience providing advice to senior leadership.
  • Strong foundation in statistics and statistical visualization.
  • Experience leading strategic projects and initiatives.

Nice to Have

  • Understanding of housing issues and priorities.
  • Project management experience.
