Halifax Water is hiring for the job of Manager, Capital Planning. This regular opportunity is a new position within the Engineering and Capital Infrastructure Department and has full time hours.

What the Asset Management and Capital Planning Team does:

  • Provides leadership in asset management including levels of service, assessing asset condition and risk, and developing asset management plans to support sound investment decisions.
  • Leads capital planning and investment prioritization, coordinating the annual capital program and long term forecasts to align with service needs, risk, and affordability.
  • Undertakes regional and long term infrastructure planning to support growth, system performance, and climate resilience.
  • Designs, manages, and governs asset and infrastructure data through data engineering, analytics, and core data collection programs.
  • Works collaboratively across AMCP and with Halifax Water staff to provide data, analysis, and guidance that support operations, customer service, and long term objectives.

As a Manager, Capital Planning, you will:

  • Lead the development, integration, and submission of Halifax Water's annual capital budget and multi-year capital plans.
  • Be responsible for the full capital planning cycle to establish a balanced portfolio of capital investments for submissions to the Halifax Water Board and Nov Scotia Utility and Review Board.
  • Integrate asset management strategy, regulatory requirements, financial capacity, risk considerations, and service level objectives to support enterprise-wide capital investment decisions.
  • Ensure effective use of the capital project management information system (CPMIS) in support of capital planning, reporting, and governance.
  • Through diverse groups, achieve a defensible, strategic, and financially suitable capital plan.
  • Ensure the capital budget decisions are aligned with organizational strategy, clearly documented, and actively monitored and reported on throughout the year.

To do this job, you need:

  • A deep understanding of capital project intake procedures and planning process, and the ability to navigate different planning approaches, priorities, and constraints across multiple teams.
  • A post-secondary education in Engineering (civil, municipal, environmental, or equivalent), with a Professional Engineer (P.Eng.) designation or a Finance or Business degree with CPA qualifications
  • Five to seven years of progressively responsible related engineering or finance experience leading municipal engineering or infrastructure planning initiatives, working on multi-disciplined teams on strategic initiatives, including direct supervisory experience or experience directing technical and professional personnel.
  • Experience supporting senior leadership decision making related to capital investment planning.
