Meridia Recruitment Solutions has partnered with Neocon International Inc to recruit a Human Resources Manager to join their team in Dartmouth, Nova Scotia.

Role Description:


As the Human Resources Manager, you will work closely with the Operations Manager and Senior Leadership Team in shaping and delivering Neocon's people strategy, ensuring HR programs, policies, and practices are aligned with the organization's mission, values, and long-term objectives. You will be responsible for building and evolving a comprehensive HR function that supports Neocon's workforce in areas including recruitment and retention, employee relations, training and development, performance management, and immigration.

Your responsibilities will include:

  • Support managers and employees with employee relations inquiries, ensuring alignment with internal policies, labour laws, and human rights standards;
  • Lead full-cycle recruitment for plant and corporate roles, including production operators, quality staff, and engineering positions;
  • Partner with plant leadership to forecast staffing needs based on production schedules, capacity planning, and turnover trends, minimizing overtime requirements;
  • Manage the Learning Management System (LMS), keeping training records accurate and accessible for inspections, as well as prepare reports on training activities, completion rates, and workforce development progress;
  • Participate in the development and delivery of programs focused on engagement, retention, recognition and wellness;
  • Facilitate the immigration process with immigration lawyers and local programs to support international recruitment and compliance;
  • Guide the performance management process, including advising managers with performance appraisals and tracking participation in development programs to ensure fairness, consistently and alignment with Neocon's goals and strategies;
  • Accountable for WCB claims management for all employees, including Incident reporting and claim submission, claim adjudication support and appeals, and coordination with WCB case managers, healthcare providers, and safety teams;
  • Lead early and safe return-to-work (RTW) planning aligned with operational capabilities and maintenance tasks.

Your qualifications will include:

  • Post-secondary education with a focus on Human Resources, Business Administration, Industrial Relations, or a related field;
  • Minimum of 5 years of progressive experience in Human Resources in a Generalist capacity, ideally within manufacturing, industrial operations, or another fast-paced, team-based environment;
  • CPHR designation or CPHR Candidate is considered a strong asset;
  • Strong understanding of Nova Scotia labour standards, employment legislation, and Occupational Health & Safety requirements, with the ability to apply them in a practical, solutions-focused way;
  • Demonstrated experience in recruitment, training & development, employee relations, and performance management, supporting both hourly and salaried workforces;
  • Exceptional communication, relationship-building, and coaching skills, with a collaborative approach that supports a culture of innovation and continuous improvement;
  • Proven ability to manage multiple priorities, adapt to changing operational needs, and provide proactive HR support in a dynamic production environment;
  • Tech-savvy mindset, with experience using HRIS/ATS systems and comfort adopting new tools that enhance HR processes and employee experience;
  • Results-oriented problem solver, capable of supporting change initiatives, improving HR processes, and enhancing organizational engagement and productivity;
  • Flexibility to support a 24/7 operation, including availability outside regular business hours when needed.
