Reporting to the Senior Manager, Quality, the Senior PMER Advisor provides advanced expertise in the planning, monitoring, evaluation and reporting of programs and projects, in alignment with organizational goals and industry best practices.

As a member of the Quality, Risk and Compliance team, the Senior PMER Advisor works with team members to develop tools and solutions that integrate with existing service line processes, and align with both internal and industry standards and best practices, as well as ethical requirements.

The Senior PMER Advisor works collaboratively with service lines and operational teams to support results-based planning, real time monitoring, as well as post engagement, or program specific evaluations. The Advisor contributes to knowledge mobilization and service line efforts in continuous improvement of programs and services aligned with the organization's strategic objectives and the Red Cross vision.

In this role, you will :

PMER standards and resources

  • Develop and implement PMER systems, processes and standards to support consistency, continuity and excellence in service and operational delivery.
  • Lead the development and refinement of technical frameworks, guidelines, and methodologies to monitor and evaluate service delivery.
  • Develop PMER training materials, tools and resources. Lead or facilitate training sessions, workshops, and knowledge-sharing initiatives to continuously build the capacity and mentor internal teams on PMER practices.
  • Act as a subject matter expert and internal advisor on planning, monitoring, evaluation and reporting, providing technical guidance and solutions to cross-functional teams and promoting data-driven decision-making.
  • Provide guidance on ethical considerations, accessibility, and inclusive PMER design to remove barriers for marginalized communities.

PMER support in practice

  • Lead the development of logic models, specialized metrics, monitoring tools, evaluation frameworks and assessment models to define and measure programs, services and initiatives against established criteria, including impact and outcomes.
  • Provide specialized knowledge, research, and data-driven insights to enhance program/project planning, monitoring, and evaluation.
  • Ensure compliance of planning, monitoring, evaluation and reporting elements in operations and projects with CRC Quality Standards, funder requirements and Movement approaches.
  • Support the inclusion of quality monitoring elements in the program/project planning phase including client and community feedback mechanisms.
  • Conduct or manage evaluations based on the evaluation plan and operational team needs. Strengthen and support both internal and external evaluations.
  • Apply participatory approaches and ensure community engagement strategies integrate technical insights, equity principles, and culturally safe practices.
  • Design or oversee the design of indicators, data collection tools and methods, and monitoring plans for specific programs/projects. Support dashboard development for effective monitoring and management.
  • Analyze qualitative and quantitative data to generate evidence-based findings and recommendations for continuous improvement. Apply data visualization techniques to present information and highlight different perspectives on key areas.
  • Collaborate with operational teams, technical advisors and external consultants to document lessons learned and best practices from programming, and develop dissemination plans to facilitate continuous learning.
  • Support the integration of lessons learned from evaluations and reviews to further improve the implementation of programs/projects.
  • Work with program/service experts to convert findings and learnings into recommendations.

  • Participate in disaster planning, preparation and response, as required.

What we are looking for :

  • Minimum 6-9 years experience in planning, research, monitoring and conducting evaluations, preferably in the humanitarian sector.
  • University degree in statistics/development research related field, economics, anthropology, social science and/or an equivalent combination of education and experience.
  • Advanced knowledge of quantitative and qualitative data collection and analysis.
  • Advanced knowledge and experience with statistical analysis software.
  • Proficiency in standard computer applications (MS Office), including MS Excel and Power BI.
  • Proven expertise in monitoring and evaluation methodologies, and in developing and implementing monitoring and evaluation systems.
  • Knowledge of participatory and feminist approaches in monitoring and evaluation, including in data collection methods.
  • Experience applying community engagement principles, participatory approaches, and culturally safe practices.
  • Knowledge and experience in results-based management and/or strong knowledge of donor requirements and formats pertaining to results frameworks.
  • Proven experience in facilitating diverse groups to support planning and collaboration, gather perspectives, understand needs, and present information to reach consensus, often in somewhat sensitive situations.
  • Proven experience engaging, building and managing partnerships or relationships with internal teams, community organizations, government agencies, and external stakeholders.
  • Experience in developing tools and processes, providing technical support and quality assurance, and facilitating learning.
  • English language proficiency is required. French language proficiency is an asset.
  • Highly skilled at advising, coaching, facilitating, and influencing/building consensus.
  • Advanced writing, communication and presentation skills.
  • Advanced information and data gathering and analysis skills.
  • Advanced data management and processing skills.
  • Excellent skills in developing and managing relationships with internal and external stakeholders.
  • Strong project management skills.
  • Process improvement skills are an asset.
  • Demonstrated ability to integrate best practices and evidence-based approaches into program frameworks.
  • Demonstrated ability to identify complex issues or objectives, and apply advanced analytical and evaluative approaches, understand interrelated factors, assess and mitigate risks, and develop solutions using specialized skills.
  • Demonstrated ability to work effectively with others and in cross cultural contexts.
  • Demonstrates curiosity, creativity and initiative.
  • Resilient and adaptable to changing circumstances and an evolving environment.

Working Conditions :

  • The majority of work is performed in a clean and comfortable environment
  • May include long to moderate hours sitting and using computers and office equipment.
  • May be required to some light lifting of supplies and materials from time to time up to 20kg (or another weight)
  • Ability to work non-traditional hours on short notice
  • Ability to work in stressful and often ambiguous conditions.
  • This position will require domestic or overseas travel for data collection, to attend conferences, workshops and meetings as required.
  • Must be able to be Medical Cleared for travel in accordance with established CRC Medical criteria in positions where travel will be required
  • Successfully complete a Canadian criminal record reference check and vulnerable sector check.
