The Opportunity

Reporting to the City Manager, The Deputy City Manager (DCM), Finance and Corporate Services provides strategic leadership, governance, and oversight of the municipality's corporate service functions. The DCM ensures the effective stewardship of public resources, organizational sustainability, and delivery of high-quality internal services that enable the municipality to achieve Council's priorities and community outcomes. This position oversees the following internal divisions: Budget and Treasury, Financial Services, Revenue Accounting, Supply chain, Assessment, Corporate Information Systems, Organizational Performance and Strategy and Access Centre.

Accountabilities

Strategic Leadership & Governance
Provide executive leadership to the Corporate Services portfolio, align strategies with Council priorities, contribute to executive decision-making, and support Council through the City Manager with expert advice.
Financial Stewardship and Corporate Planning
Oversee operating and capital budgets, long-term financial planning, reserves, debt, financial controls, audits, and risk management frameworks.
Stakeholder & Partnership Management
Build effective relationships with Council, senior leadership, unions, community partners, and other governments, and represent the municipality as required.

Qualifications

  • As the ideal candidate, you are a highly experienced and resilient leader with a proven ability to manage in complex, resource-constrained environments.
  • Graduate degree in business, finance, public administration, or a related discipline.
  • Certified Professional Accountant designation.
  • 10 years of senior leadership experience in a complex organization and strong knowledge of public-sector governance and finance.
  • Demonstrated success in financial leadership, including strategic forecasting, budgeting, and resource planning.
  • Proven ability to lead in an environment of change, including experience with fiscal contraction and continuous improvement.
  • Strategic thinking skills, financial acumen, people leadership, political acuity, and excellent communication skills.
  • Superior skill in financial analysis and planning, with a keen ability to establish strategic priorities.
  • Able to build trusting relationships and lead change.
  • Good judgment, able to quickly assess a variety of inputs and make timely decisions.
  • Diplomacy and discretion, with a facilitative style and the ability to explain complex issues.
  • Superior organizational skills, able to balance multiple priorities while being responsive.
  • An equivalent combination of education, training and experience, which would provide the required knowledge and skills, may be considered.
