The Manager, Financial Performance (Finance), provides sound, timely financial management and planning advice, direction and services to Build Nova Scotia (BNS) divisions in all areas of program delivery and administration. This includes work related to P3 arrangements on matters related to financial and agreement management for projects.
- Provides expert finance advice on funding models and other direct financial needs of the division as informed by consultation with relevant stakeholders. Provides senior management with financial reports and information on financial planning matters including budget, forecast, exception analysis, financial analysis, and accountability and performance measurement.
Responsible for ensuring the existence of effective internal controls over financial operations of the division. Where necessary, strengthens internal controls and risk management practices for programs and financial processes through developing effective and efficient financial workflows, processes and accountabilities, monitoring compliance, and assigning clear roles and responsibilities, that ensure the safeguarding of government funding and achievement of the goals and objectives of the division, the department, and government.
- Ensure the overall integrity, objectivity, and fair representation of financial reports and performance which contributes to the integrity of the operating results of Build NS.
- Delivers contract, financial management, and financial planning advice in the areas of budgeting, forecasting, and financial modelling as it pertains to program delivery, administration and P3 provincial agreement management required to support strategic, transformational, operational, and business planning initiatives.
- Provide effective management of human, technical, procurement and financial resources by setting performance objectives and evaluating performance results.
- Coach and guide team members while promoting diversity and a safe and a healthy respectful workplace at all times.
- Assist with setting strategic direction for the development of operating budgets to achieve set out objectives.
- Prepare the annual operating and revenue submissions to Finance and Treasury Board which integrates complex business and financial planning processes. Ensure budgets are properly allocated and expenditures are in adherence to Generally Accepted Accounting Principles (GAAP), Public Sector Accounting Board (PSAB), government accounting and Tangible Capital Assets (TCA) policies.
- Ensure Office of the Auditor General (OAG) and Internal Audit Centre (IAC) recommendations are addressed in a timely and appropriate manner.
- Adherence to all financial policies and standards, Generally Accepted Accounting Principles (GAAP), and Public Sector Accounting Board (PSAB) principles and standards.
- Support with compliance reporting and coordinates annual external audits required under federal-provincial agreements.
- May perform other related duties as assigned.
- Due to the complexity and evolving nature of financial reporting requirements, this position requires the incumbent to hold a professional accounting designation (i.e., CPA) and be a member in good standing OR evidence of equivalent education and senior experience in the key areas of responsibility including internal control, audit and financial statement preparation and analysis.
- 5 years of financial experience in the key areas of responsibility including internal control, audit and financial statement preparation and analysis.
- Must maintain professional integrity and ethics while sustaining relationships and balancing conflicting demands from various stakeholders.
- Experience working with healthcare projects and P3 delivery models would be an asset.
- Must be highly organized with a key focus on time management to achieve deadlines.
- Proficiency with MS Office including Excel along with experience using accounting and finance related systems.
Pay Grade: NSL-14
Salary Range: $3448.90 - $4742.24 Bi-Weekly
Salary Placement: The placement of a new hire into the salary range is based on an objective salary rating process. This process will assess the knowledge, skills, experiences and overall qualifications of a candidate to determine appropriate placement. Each pay grade has established steps, and new hires cannot exceed certain maximums which are outlined in the Compensation Framework.
