The Local Government Division is the primary point of contact between GNB and local communities. With a vision of fostering vibrant and sustainable communities, the division provides support and advisory services to local governments and regional service commissions and is responsible for the administration of rural districts (RDs). The division consists of two branches: Regional Collaboration and Planning, which includes the Regional Collaboration and Provincial and Community Planning Units; and Community Finance, Local and Rural Governance which includes the Rural Districts, Local Governance, and Community Finance Units.

What you will do?
Reporting to the Manager of Local Governance, you will support capacity building initiatives for local government officials. This role offers an exciting opportunity to foster effective governance and build resilient communities by equipping community leaders with essential skills and knowledge.

Program Development and Capacity Building

  • Collaborate with partners and subject matter experts to design, execute, and evaluate learning programs for local governance representatives following municipal elections and by-elections.
  • Develop tailored capacity-building initiatives to address the unique needs and challenges faced by smaller communities, ensuring sustainable local development.
  • Partner with stakeholders to identify opportunities for strengthening governance and resource management in smaller communities.
  • Conduct needs assessments to identify learning and capacity gaps, offering strategic solutions and action plans to address these areas.
  • Manage program planning, delivery, and evaluation while ensuring alignment with legislative frameworks and best practices.

Local Governance Administration and Advisory:

  • Administer Acts and Regulations related to local governance, ensuring compliance and effective execution.
  • Provide advice to the leadership team on issues affecting local governance and administrative practices.
  • Develop comprehensive briefing materials and correspondence on local governance and policy matters, ensuring well-informed recommendations within the organization.
  • Liaise with other departments and external stakeholders as needed to address governance-related initiatives and challenges.

Essential qualifications
University degree in Business Administration, Public Administration, Arts or a related field, and a minimum of five (5) years of related work experience.

An equivalent combination of education, training and experience may be considered.

Written and spoken competence in English and French is required. Please state your language capability.

Asset Qualifications
Preference may be given to candidates that demonstrate one or more of the following asset qualifications:

  • Experience working in local and/or regional governance;
  • Experience in collaborating with partners, stakeholders and external organizations.

Operational Requirements
The following operational requirements are also required:

  • Occasional travel throughout the province may be required including, in some instances, working in limited circumstances in the evenings and weekends.
  • A valid driver's license.

Wage
Pay Band 5: $2,574.00 to $3,595.00 bi-weekly, based on 36.25 hours per week

Work environment

  • Office location: 20 McGloin (Marysville Place), Fredericton.
  • Standard hours of work: Monday - Friday, 8:15-4:30 (office schedule)
