Title: Disaster Management Delegate

Employment Status: Temporary Full-time (24 months)

Reporting to the Head of Region (MENA), the Disaster Management Delegate provides regional technical leadership to strengthen CRC's emergency preparedness, readiness, and early response across the MENA portfolio. The role focuses on systems, risk analysis, contingency planning, and surge readiness rather than direct country management or project implementation.
Working closely with CRC Field and HQ teams and Red Cross and Red Crescent Movement partners, the Delegate supports coordinated, timely, and risk-informed emergency action and strengthens National Society capacities. The position requires regular travel to affected countries to support early response and operational readiness.
In this role, you will :
Responsibility 1: Emergency Readiness & Response
- Lead regional preparedness and early response technical support.
- Conduct risk analysis, hazard monitoring, and scenario planning.
- Provide recommendations during activation and early response phases.
- Advise on appropriate use of surge tools and emergency mechanisms.
- Support reviews and learning after emergencies.
Responsibility 2: Institutional Preparedness Support
- Strengthen CRC readiness systems and contingency planning.
- Support preparedness benchmarks, assessments, and surge planning.
- Improve internal processes and coordination for anticipatory action.
- Align preparedness planning with CRC decision-making.
- Capture and share lessons learned and best practices.
Responsibility 3: Technical Advisory & Movement Coordination
- Act as regional disaster management advisor.
- Provide technical and surge support to Field and HQ teams.
- Coordinate with IFRC, ICRC, and Partner National Societies.
- Represent CRC in regional and Movement forums.
Responsibility 4: Strategic Support & Business Development
- Contribute to regional planning, partnerships, and resource mobilization.
- Integrate preparedness and risk analysis into proposals and strategies.
- Support development of new programming opportunities.
- Engage donors and partners to ensure coherent positioning.
What we are looking for :
- Experience within the Red Cross Red Crescent Movement required.
- Master's degree (or equivalent experience) in disaster management or a related field.
- 8-10 years of experience in disaster risk management, emergency preparedness, or humanitarian response, including operational response experience.
- Demonstrated expertise in preparedness, contingency planning, risk analysis, and humanitarian response frameworks.
- Experience working in conflict-affected or fragile contexts; MENA experience preferred.
- Strong partnership, coordination, facilitation, and stakeholder management skills, with the ability to work effectively in complex, multi-actor environments.
- Strong analytical and planning skills.
- Advanced security training required (e.g., HEAT).
- Excellent written and verbal English; Arabic an asset.
Working Conditions :
- Field-based role with frequent travel to high-risk and resource-constrained environments.
- Requires flexibility, long hours, and the ability to work in stressful and demanding conditions with limited services.
