The Municipal Joint Services Board - Lunenburg Region (MJSB), was formed in 2013 through an inter-municipal agreement. Located in the heart of Nova Scotia's south shore, MJSB's purpose is to improve services for the residents of the Municipality of the District of Lunenburg and the Town of Bridgewater and Town of Mahone Bay. MJSB's shared services include waste, information technology, human resources, occupational health and safety and procurement.

About the role
The Human Resources (HR) Generalist is accountable to deliver all aspects of the Human Resources Shared Service (HRSS) for the Municipal Joint Services Board, Lunenburg Region (MJSB). Reporting to the MJSB Director of Human Resources, Shared Service, the HR Generalist delivers client focused, and consistent HR practices that maintain a positive culture and workplace experience to support HR needs of the partner municipalities. This position provides sound advice and guidance on HR related matters to leaders and employees in the municipal organizations.
The HR Generalist fosters respectful and positive cultures within each municipal organization. The HR Generalist works with the Director and the municipal partners to champion the employee experience, assisting with employment engagement initiatives; labour relations; human resource planning; culture change; diversity, equity and inclusion.

You are an HR Generalist with diverse experience in the different aspects of HR, especially in recruitment and employee relations. You are comfortable with coaching leaders and employees, providing advice, and giving feedback when necessary. You are a self-starter and relationship builder who enjoys collaborating with various teams to deliver excellent service and sound HR practice to your clients. Responsibilities
- Coordinate the full cycle recruitment function as needed, and build/improve the existing onboarding process. This includes preparing job postings, coordinating the short-listing process, scheduling and conducting interviews as well as reference checking, and preparing employment contracts.
- Track and analyze HR trends and metrics to make recommendations to HR Director on HR strategies.
- Provide guidance and interpretation to leaders and employees regarding HR policies, procedures, and processes.
- Provide advice to leaders to provide coaching and day-to-day support on navigating employee issues (i.e., absenteeism, performance, discipline, etc).
- Provide guidance and direction on disability case management and/or worker's compensation claims.
- Provides proactive, effective labour relations services and support, including grievance handling, collective agreement interpretation, and negotiations if required.
- Coordinate and/or conduct investigations related to workplace complaints, as required.
- Coordinate the job evaluation process for municipal partners and make recommendations on salary administration process, as required.
Qualifications
- Post-secondary education specializing in Human Resources, Industrial Relations, Business Administration, or relevant discipline. Preference will be given to Human Resources.
- Chartered Professional in Human Resources designation is an asset.
- A valid Nova Scotia Class 5 Driver's license (required).
Experience
- Minimum 2+ years of experience in Human Resources roles, ideally within a dynamic, municipal environment.
- Experience in both union and non-union environments, and in complex, multi-stakeholder environments.
- Experience in applying principles or delivering services related to equity, diversity and inclusion.
- Previous public sector experience is required; prior municipal government experience is considered an asset.
- In-depth and practical knowledge of all aspects of human resources management.
- Knowledge of and practical application of applicable legislation such the Labour Standards Act, Trade Union Act, Worker's Compensation Act, Human Rights Act, etc.
- Knowledge of municipal policies and best practices is an asset.
Compensation and Other Details
- Full time, 35 hours per week.
- Competitive group insurance, health and dental plan and pension plan.
- Position works primarily at the 210 Aberdeen Road, Bridgewater.
- The incumbent should expect to travel within Lunenburg County on a regular basis to meet with staff at partner municipalities and at MJSB. Travel costs are reimbursed as per policy. Primary locations for meetings are:

- 60 Pleasant Street, Bridgewater NS
- 493 Main Street, Mahone Bay NS
- 908 Mullock Road, Whynotts Settlement NS
- Regular hours are Monday to Friday 8:30 am to 4:30 pm (35 hours per week).
- Additional hours will be required periodically depending upon work demands.
- Will need to periodically attend meetings outside of regular work hours.
- Annual salary range is: $60,034 to $82,547 commensurate with qualifications and experience
