The Project Officer supports Build Nova Scotia's Project Delivery Team in the planning and delivery of major healthcare infrastructure projects, including the Halifax Infirmary Expansion Project. Reporting to the Project Manager, this role provides project management, technical, and administrative support across all phases of the project lifecycle, working collaboratively with integrated project teams and internal and external stakeholders to support effective coordination, communication, and delivery in alignment with approved project objectives, standards, and requirements.
- Provide comprehensive support to Project Managers across all phases of healthcare infrastructure project delivery including planning, design and technical development, construction, commissioning, and operational transition, delivered through Public-Private Partnerships (P3s) and other project delivery models.
- Support Project Managers on core project management activities, including planning and development; monitoring and controlling project scope, schedule, and budget; financial tracking and reporting; resource planning; contract administration; change management; stakeholder coordination; risk identification and mitigation; quality management; and review of project documents to ensure delivery against project objectives.
- Assist in coordinating and supporting the development and implementation of technical project requirements, ensuring compliance with provincial standards, project specifications, and overall project objectives.
- Support Project Managers in the effective management of contracts, including the negotiation and administration of scope changes, variations, and other contractual matters.
- Assist with coordinating internal project teams, external contractors, consultants, and partners in the review of key project documentation, including technical reports, requests for information (RFIs), and submittals, and conduct quality assurance reviews of documentation throughout all project phases.
- Support Project Managers in collaborating with our internal and external stakeholders including NS Health QEII Renew Infrastructure Team, NS Health Facilities Team and NS Health Clinical Operations.
- Perform general administrative and coordination tasks to support effective project execution.
- Maintain accurate project records and documentation in accordance with corporate requirements.
- Participate in design, construction, commissioning and internal project meetings as.
- Attend active construction sites to support on-site coordination and monitor project progress.
- Other duties as needed.
- Post-secondary education (degree or diploma) in construction, engineering, architecture or related field. Graduate-level education in engineering or architecture is an asset.
- Experience in healthcare infrastructure and/or construction projects is considered an asset.
- A Project Management (i.e., PMI PMP) designation is considered an asset.
- Strong organizational, communication, and analytical skills.
- Stakeholder management, consultation, negotiation, and consensus-building skills are desirable.
- Good understanding of project operations including project budgets, schedules, and technical requirements.
Pay Grade: NSL-13
Salary Range: $3073.89 - $4226.60 Bi-Weekly
Salary Placement: The placement of a new hire into the salary range is based on an objective salary rating process. This process will assess the knowledge, skills, experiences and overall qualifications of a candidate to determine appropriate placement. Each pay grade has established steps, and new hires cannot exceed certain maximums which are outlined in the Compensation Framework.
