Service New Brunswick is seeking an individual to join the Technology Services Division in the Health Application Services unit as a Senior Business Analyst in New Brunswick.

The SNB Technology Services Division provides technology services to all Government of New Brunswick departments and Regional Health Authorities. With over 800 employees, we form one of the largest IT employers in the province with office locations in most cities and regions. We are mandated to deliver an extensive range of IT Services across various information technology disciplines.

What will you be doing?

As a member of the Provincial Health Applications team, you will be responsible for supporting a variety of health applications and clients. The Senior Business Analyst will collaborate with the user community to gather business requirements and conduct workflow analysis for both maintenance of existing applications and the design and implementation of new applications. Responsibilities will include but are not limited to:

  • Be familiar with and follow the GNB Solutions Delivery Framework, standards and practices;
  • Working with teams (both technical and business) to analyze business needs, recommend and develop solutions;
  • Participating in the planning, build and implementation of systems, upgrades, and enhancements;

  • Accountability for maintenance and support of these systems, including troubleshooting and issue resolution;

  • Ensuring systems are configured to meet architectural standards and guidelines;

  • Participating in the creation of annual work plans with each of the business stakeholders;
  • Facilitating stakeholder sessions to capture business need/requirements and processes;
  • Create, review, and maintain system or project documentation/deliverables, including but not limited to:
    • Business requirements documents;
    • Functional specifications;
    • Reporting requirements;
    • Business process diagrams;
    • Use cases/user stories;
    • Gap analysis;
    • Test plans;
    • Implementation plans;
    • Solution support documents;
    • Status reports;
  • Assisting with functional, integration, and user acceptance testing as required;
  • Helping the team with daily activities and moving initiatives forward;
  • Maintaining strong and collaborative relationships with Health Application Services team members, project managers, enterprise architecture, other SNB Teams;
  • Maintaining strong and collaborative relationships with client departments and business owners;
  • Work with technical and business teams to define and document solution benefits, and outcomes;
  • Multi-tasking in a fast-paced environment with multiple priorities, projects, and deadlines.

ESSENTIAL QUALIFICATIONS:

  • Must possess a bachelor's degree in information technology, Computer Science, Business Administration, Health Information Management, or a health-related discipline and a minimum of five (5) years of related experience, including requirements gathering, systems analysis and process development and documentation. or a post-secondary education of two (2) years in information technology, Computer Science, Business Administration, Health Information Management, or a health-related discipline and a minimum of seven (7) years of related experience, including requirements gathering, systems analysis and process development and documentation.

  • Experience with troubleshooting principles and issue resolution techniques.

Subject to the response to this competition, an equivalent combination of training and experience may be considered.

Written and spoken competence in English is required.

ASSET QUALIFICATIONS: Preference may be given to candidates who demonstrate they have training or experience in one or more of the following areas:

  • Experience working in a health care environment;

  • Demonstrated leadership skills including coaching, facilitating, team building and negotiation.

  • Recognized professional business analysis certification such as PMI-PBA, IIBA-CBAP;

OPERATIONAL REQUIREMENTS:

  • Travel within the province may be required. Must be able to provide periodic off-hours on call support.

Salary: $66,924 - $93,470 annually - Pay Band 5 - Management and Non-Union Pay Plan
