Build Nova Scotia (BNS) is a dynamic and innovative organization that aims to excel in delivering exceptional Programs to its clients. We are seeking a dedicated Project Management Office (PMO) Program Manager to join our team and drive the successful delivery of our portfolio while optimizing and standardizing (where possible) our enterprise project management processes.
We are looking for an experienced and results-driven Program Manager to lead and oversee enterprise-wide strategy related to reporting, data analytics, risk intelligence, and Project Management Information Systems governance. The position will fit within our Project Management Office (PMO) and be a key contributor to design and functionality of the Office. The PMO Program Manager will play a pivotal role in ensuring enterprise efficiency, quality, and adherence to best practices. This role involves developing and implementing solutions to support frontline project managers in navigating each phase of the delivery lifecycle.
• Provide enterprise leadership and governance for reporting, data analytics, and risk intelligence aligned with PMO standards and project controls methodologies.
• Act as the business owner and serve as the enterprise authority on Project Management Information Systems (PMIS) strategy and architecture - guiding enhancements, system changes, and adoption.
• Oversee the architecture, governance, and optimization of PMIS and related enterprise applications, ensuring they support end-to-end project, program, and portfolio management.
• Establish data stewardship, validation and quality assurance processes for all PMIS data sources.
• Develop and maintain the organization's source of truth repository for project and program data, ensuring supporting processes and systems are integrated.
• Define and enforce enterprise data models, data standards and system to system integrations supporting portfolio reporting
• Govern system changes to ensure alignment with PMO processes, controls, and reporting requirements.
• Define and ensure completion of enterprise reporting standards and performance metrics across projects, programs, and portfolios.
• Ensure compliance with IT governance, information management, privacy, security, and risk management frameworks.
• Lead the design and delivery of executive dashboards, enterprise scorecards, and portfolio-level reporting.
• Partner with PMO leadership and project executives to ensure risk reporting frameworks are applied consistently across the organization's portfolio.
• Mentor and direct enterprise analytics resources, including the Information Systems Analyst, fostering capability growth and consistency.
• Bachelor's degree in business administration, project management, or a related field (Master's preferred).
• Project Management Professional (PMP) or similar certification is a plus.
• Significant experience in enterprise reporting, analytics, PMIS, or project controls within complex delivery environments.
• Demonstrated leadership in data governance, systems architecture, and enterprise reporting frameworks.
• Strong leadership, organizational, and communication skills. Comfortable in facilitating and presenting to large stakeholder groups.
• Strong understanding of project, program, and portfolio management, risk management, and public-sector governance.
• Experience working within or alongside a PMO-led delivery organization is a strong asset.
• Knowledge of various Program delivery models, DBFM, Construction Management, Design-Bid-Build etc.
• Strong problem-solving and decision-making abilities.
• Excellent interpersonal and time management skills.
• Ability to adapt to change and work under pressure.

Pay Grade: NSL-14
Salary Range: $3381.28 - $4649.25 Bi-Weekly
Salary Placement: The placement of a new hire into the salary range is based on an objective salary rating process. This process will assess the knowledge, skills, experiences and overall qualifications of a candidate to determine appropriate placement. Each pay grade has established steps, and new hires cannot exceed certain maximums which are outlined in the Compensation Framework.
