Meridia has partnered with the Town of Woodstock to recruit their inaugural Director of Engineering and Municipal Services. Woodstock is seeking a strategic and technically skilled leader to lead Public Works and Utility operations and provide strategic guidance on infrastructure and municipal projects.

Role Description

Reporting to the Chief Administrative Officer, the Director of Engineering and Municipal Services provides strategic direction, planning, and operational oversight for the Public Works and Utility departments. The Director ensures the safe, efficient, and compliant delivery of municipal services, while collaborating with management and staff across departments to provide integrated technical guidance, support long-term planning and asset management, and advance Council priorities. This role also represents the Town in negotiations with contractors and external stakeholders, ensuring high levels of service, operational excellence, and adherence to budgets and engineering standards.

Key focus areas include: roads, water and wastewater systems, drainage, streetlights, waste management, parks, municipal property, and ongoing infrastructure projects.

Your key responsibilities will include:

  • Lead and integrate Public Works and Utility operations, ensuring safe, efficient, and compliant delivery of municipal infrastructure and services, including roads, water and sewer systems, drainage, and municipal property
  • Manage and develop staff performance, professional growth, and team effectiveness, including participation in union negotiations and Labour Management Committee activities
  • Oversee construction projects, contractors, and consultants, reviewing engineering drawings, subdivision developments, and permits to ensure quality, timelines, budgets, and compliance with federal, provincial, and municipal regulations
  • Develop and monitor long-term departmental and asset management plans aligned with Council priorities like infrastructure renewal, paving, brownfield redevelopment, and water system upgrades
  • Prepare and manage budgets, monitor expenses, and support financial reporting
  • Advise Council, CAO, and stakeholders on departmental matters and attend Council meetings as a technical resource, when required
  • Maintain compliance with environmental, health, and safety legislation and engineering standards
  • Lead special projects, operational improvements, and infrastructure initiatives as required, including hands-on site involvement when needed

Your Qualifications

The ideal candidate brings strong leadership, collaboration, and problem-solving skills, with the ability to guide a multi-disciplinary team and build effective relationships across departments. You have a solid understanding of municipal operations and experience in community-facing roles. You bring proven supervision and project management experience, including managing tenders and contracts. In this role, you will play a pivotal part in enhancing the Town's infrastructure and improving the quality of life for residents.

Your qualifications include:

  • Post-secondary education in Municipal or Civil Engineering or a related field.
  • Professional Engineer (P.Eng), Certified Engineering Technologist (CET), or Professional Technologist (P.Tech) designation or Certification as a Project Management Professional (PMP) is considered an asset.
  • Minimum of 5 years of supervisory or team leadership experience.
  • Experience in municipal engineering and public works overseeing service areas such as operations, water supply and distribution, sanitary sewage and treatment, land development, and transportation projects.
  • Knowledge of public administration principles, including budgeting, purchasing, and record management.
  • Experience managing consultants, contractors, and infrastructure projects, including tendering, contracts, and leveraging funding or grants.
  • Operational understanding of construction, maintenance, and utilities management.
  • Excellent verbal, written, and interpersonal communication skills.
  • Proven ability to manage multiple projects collaboratively while maintaining high standards of service.
  • Demonstrated expertise in managing both unionized and non-unionized workforces is an asset.
  • Successful collaboration with elected officials will be required.
