The College of Nursing of New Brunswick is responsible for regulating Registered Nurses and Nurse Practitioners in New Brunswick in the interest of public protection through safe, competent, and ethical nursing care. Part of the College's mandate is to receive and manage complaints concerning the conduct, competence, or fitness to practice of nurses.
The Investigator, reporting to the Director of Complaints and General Counsel, will play a crucial role in conducting investigations related to complaints against registered nurses and nurse practitioners, including identifying and interviewing witnesses, gathering and analysing information, writing clear, comprehensive investigation reports, and preparing consent agreements in appropriate circumstances.
Duties and Responsibilities
Duties include but are not limited to the following:
· Independently conduct thorough and impartial investigations into complaints against Registered Nurses and Nurse Practitioners, adhering to College policies and procedures.
· Prioritize investigations according to public risk.
· Manage multiple complaint files at the same time.
· Collect and analyze relevant evidence, including medical records, witness statements, and other pertinent documentation to support the investigation process.
· Interview complainants, witnesses, and the concerned Registered Nurse or Nurse Practitioner to gather information and evidence related to the complaint.
· Work closely with Legal Counsel, the Director of Complaints and General Counsel, and other department members to ensure investigations align with legal standards and organizational protocols.
· Prepare comprehensive reports detailing investigation findings, including recommendations for further action or resolution.
· Assess potential for resolution of complaints by way of consent agreements.
· Ensure all investigations adhere to relevant regulatory standards, confidentiality and legal requirements, and College policies.
Skills & Qualifications
· University or post-secondary degree in a field such as law, psychology, political science, public administration, social work, criminal justice.
· Excellent oral and written communication skills in English are required. Proficiency in both English and French is an asset.
· Minimum five (5) years of experience in providing intake services, investigations, or handling complaints.
· Proven ability to tactfully and professionally interview registrants, members of the public, employers, and witnesses.
· Demonstrated experience preparing investigation or similar reports.
· Strong analytical skills and the ability to assess relevant evidence impartially and objectively.
· Ability to work effectively in a team-based environment and be open to consultation and collaboration in determining appropriate solutions for complaints and inquiries.
· Strong interpersonal skills, including the ability to calmly and professionally deal with emotionally charged situations and vulnerable parties.
· Excellent organizational, administrative, and time management skills to manage caseloads.
· Ability to work independently with minimum supervision.
· Knowledge and experience in Administrative Law and/or professional regulation, and knowledge of the College's mandate and the Nurses Act are assets.
