Do you enjoy working with people and want to make a difference for the taxpayers of New Brunswick? The Department of Health is seeking an individual to join the Financial Services Branch as an Internal Auditor, in Fredericton.

As a member of the Internal Audit Unit, the Internal Auditor will collaborate with each Division within the Department in reviewing practices and processes to ensure value for money is being achieved.

As an Internal Auditor you will be responsible for:

  • Planning, managing, coordinating, conducting, and providing advisory services on internal audits within the Department of Health, including operational, financial, compliance, value-for-money, and information systems audits related to health programs and services;
  • Leading and contributing to audits of healthcare funding programs, physician remuneration and alternative payment models, grants and contributions, and service delivery arrangements;
  • Supporting departmental management in the development, review, and improvement of policies, procedures, and internal control frameworks relevant to health system governance and accountability;
  • Obtaining, analyzing, and evaluating quantitative and qualitative information, including financial data, program performance information, contracts, and compliance documentation, to identify risks, control gaps, and improvement opportunities;
  • Applying professional judgment and audit expertise to develop practical, risk-based recommendations that enhance efficiency, effectiveness, compliance, and stewardship of public health resources;
  • Clearly documenting and summarizing audit findings, conclusions, and recommendations in formal internal audit reports aligned with professional internal audit standards and departmental requirements;
  • Effectively communicating audit objectives, findings, and conclusions to departmental leadership, program managers, and other health system stakeholders, both verbally and in writing;
  • Preparing and maintaining complete and well-organized audit files with sufficient, appropriate documentation to support audit conclusions and withstand internal and external scrutiny;
  • Providing advisory guidance to management on appropriate controls, processes, and governance practices within a complex health system environment;
  • Conducting investigative or special reviews, as required, related to allegations of non-compliance, misuse of funds, or emerging risks within Department of Health programs.
  • Perform various other duties as required.

Essential Qualifications:

  • University degree in Business Administration or a related discipline,
  • Five (5) years of relevant experience.
  • An equivalent combination of education, training and experience may be considered.
  • Written and spoken competence in English is required. Please state your language capability on your application.

Necessary Special Requirement:

  • Candidates must have a Canadian CPA or equivalent CPA designation accepted by New Brunswick CPA Chapter.

In the event that this competition poses difficulties in recruiting a qualified candidate, a covering off appointment at a lower level may be made. In that case, candidates with less than the required related years of experience may also be considered.

Asset Qualifications:

Preference may be given to candidates that possess one or more of the following asset qualifications:

  • Experience in project management
  • IT audit experience
  • Experience with data analytics
  • Experience providing recommendations for organizational improvements

Candidates may be required to demonstrate on their application one or more of the asset qualifications, in addition to the essential qualifications, in order to be given further consideration.
