Purpose and Scope

MRDC Operations Corporation is responsible for the operation, maintenance, and rehabilitation of the Route 2 Highway between the cities of Fredericton and Moncton. The incumbent will be responsible for the overall management and delivery of the MRDC Safety, Training and Environmental programs. The individual will equip staff with the knowledge, practical skills and motivation to carry out work related tasks while on the job, as well as provide employees with relevant ongoing training. The incumbent will also be responsible for monitoring and assessing ongoing working conditions and developing measures to ensure safety in the workplace for all employees, as well as completing thorough investigations and follow up on property damage and the recovery of associated costs.

Summary of Responsibilities

  • Develop, implement, and maintain existing health and safety policies within the workplace.
  • Visit job sites to conduct safety audits on personnel, equipment, and materials.
  • Thoroughly investigate and report on all incidents within the workplace.
  • Ensure job procedures and safe work practices are followed, documented and reviewed annually to ensure staff is following procedures and that the procedures are relevant.
  • Organize and attend monthly Joint Health Safety Committee meetings.
  • Conduct annual internal Safety audit and submit results to NBCSA.
  • Complete and submit annual budget proposals for all Safety requirements.
  • Ensure that monthly inspections are completed as the NB Occupational Health and Safety Act and Regulations require.
  • Ensure awarded contractors meet the requirements of the NB OH&S Act and Regulations.
  • Submit monthly and annual safety reports as required.
  • Responsible for obtaining environmental permits related to all MRDC work activities.
  • Designing and developing training and development programs based on both the organization's and the individual's needs.
  • Organize and participate in training sessions or exercises with MRDC Management as well as with other staff members to ensure all staff and especially worker/operator and patrolling staff are properly trained in all aspects of the work performed by MRDC.
  • Produce a semi-annual training schedule recognizing the seasonal nature of the operations in conjunction with the operational supervisory staff.
  • Maintain appropriate staff training records and providing each Area Manager & Operations Manager with access to these records.
  • Review all course content annually and ensure that all training requirements established within the company have been conducted in a timely manner.
  • To assume other duties as may be assigned.

Skill Requirements

  • Strong inter-personal, communication, and leadership skills
  • Proficient computer skills using Microsoft Office Programs
  • Knowledge and understanding of the NB OH&S Acts & Regulations.
  • Competent in completing investigations, a background in enforcement is considered an asset.
  • NBCSA Construction Safety Coordinator (CSC) Designation considered an asset
  • National Construction Safety Officer (NCSO) Designation considered an asset
  • Have obtained or willing to obtain the following NBCSA courses; WHMIS, Safety Orientation, Leadership for Safety Excellence, Hazard Identification and Control, Principles of Loss Control and Principles of Loss Control Audit.
  • Oral and written competency in English, French would be considered an asset
  • Experience with highway maintenance operations or equipment.
  • Valid driver's license required. Minimum Class 5.
