Expression of Interest – Caseload Manager Halifax Region
NS Early Childhood Development Intervention Services (NSECDIS) provide province-wide specialized services to families of young children between birth and school entry, who either have a biological risk for or a diagnosis of, developmental delay in NS. Consultation, information, support and services designed to meet the individual needs of each child and family are delivered in the child's home and may extend to community-based programs. Services emphasize the enhancement of skills and ability through planned interactions to promote child development and family capacity.
Early Childhood Development Intervention Services (ECDIS) also facilitate early childhood educator capacity building through the delivery of inclusion coaching to childcare and pre-primary program settings, utilizing the Pyramid Model. The Pyramid Model for Supporting Social Emotional Competence in Infants and Young Children is a conceptual framework of evidence-based practices for promoting young children's healthy social and emotional development.

The Caseload Manager supports Developmental Interventionists & the Regional Director in the delivery of NS Early Childhood Development Intervention Services in their designated district within their region. Key duties include management of intake in their designated district, admissions and review, caseload management, support to staff within their designated district, and reporting on community needs and assets.
Each Caseload Manager receives administration support directly from a Regional Administrative Assistant and is responsible to the Regional Director and Executive Director.
As Caseload Manager, your duties and responsibilities include, but are not limited to:
Management of Intake
- Responsible for accepting referrals from various referral sources and conducting an initial screening for appropriateness of NSECDIS services for the family and child. If services are not appropriate, assist family in finding other agencies that may be of assistance.
- Responsible for the assignment of referrals to members of team within the region and monitoring to ensure timely follow-up and implementation of intake procedures.
- Conduct Intake within the district when necessary for overflow reasons.
- Support the coordination of parent orientations for new families when necessary.
- Support OHS procedures during intake
- Assist in managing and monitoring "hard to reach" files
Admission & Review
- In partnership with Regional Director, conduct monthly admissions and review meetings with Developmental Interventionists who complete intake.
- Monitor admissions & review follow-up to ensure timely services for families
Caseload Management
- Manage placement & follow-up of "Resource Waiting" families within the designated district
- Conduct monthly caseload review meetings with a group of designated Developmental Interventionists within the district to provide support regarding caseload monitoring and problem solving (including crisis management if required)
- In partnership with Regional Director, manage & monitor caseload within the district, levels of service, openings & caseload assignment.
- Maintain a small caseload of Monitoring and Resource service levels as needed.
- Monitor day-to-day delivery of programs and services in the district for quality and demonstrated effective use of current evidence based best practices.
Supervisory Responsibilities
- Supervise and support a designated group of Developmental Interventionists in the district being served
- Report to Regional Director on at least a monthly basis.
- Assist in the hiring and collaborative annual review of Developmental Interventionist (DI) staff in the designated district.
- Support staff in the development of individual and team goals
- Identify and support the development of staff training opportunities and materials to address emerging trends & needs
- Provide direct coaching and training to Developmental Interventionists within the district and region
- Support the orientation of new staff and students in partnership with the Regional Director.
- Meet with district DI staff individually on a monthly basis
- Share program information with staff as required
- Utilizing and maximizing staff strengths and facilitating mentoring across staff
Administration
- Problem-solve and address service delivery concerns as required (in collaboration with other staff).
- Investigate and report on district community needs and assets.
- Promote and design services in collaboration with Regional Director, Executive Director and staff that reinforce child and family strengths and resources in the region.
- Meet together with the Regional Director and other regional Caseload Managers on a regular basis to discuss current program trends, training needs and feedback from Development Interventionists.
- Collaborate on occasion with Intake Teams across the province to ensure consistency in service delivery.
- Participate in program development and evaluation.
- Champion and support the implementation of organizational policies and procedures and promote positive communication and feedback pathways.
- Maintain and report as required on statistics with respect to caseload, discharges, population served, etc. in the district.
- Expand professional knowledge base through ongoing education and the critical evaluation of emerging research and professional literature.
- Communicate with community partners to increase awareness of NSECDIS services in the district and enhance referral processes.
- Provide input regarding resource material selection
- Participate in regional staff meetings
- Other duties as required
Required Qualifications and Skills
Education
- A minimum Bachelor's Degree in early childhood education and development or related field
Work Experience
- 3 or more years of experience working with children from birth to school entry with developmental delays/disabilities and their families.
Knowledge, Skills and Abilities
- Strong understanding of typical & atypical child development along with experience in developmental screening
- Experience in caseload management
- Demonstrated leadership skills and ability to move others forward towards the organization's common vision in a positive constructive manner
- Strong understanding of early intervention and community based services, for example the health care system and early childhood systems.
- Strong planning, organizational, and time-management abilities, including planning, delegating, program development and management, and task facilitation.
- Excellent interpersonal skills, with the demonstrated ability to create and maintain effective working relationships with staff, families, and key stakeholders.
- Ability to work effectively in collaboration with diverse groups of people is an asset.
- Proficiency in the use of computers including word processing, e-mail and internet.
