We are looking for a Health, Safety and Environment (HSE) Specialist to join the Emera New Brunswick (ENB) Team. Reporting to the HSE Manager, you will join a team of professionals in our Saint John Office.

Key elements of this role include:

  • Conducting health, safety and environmental stewardship work in an office setting and in the field, along the Brunswick Pipeline 145-km long right-of-way (ROW)
    • Generally, the HSE Specialist works 3 days per week in the field and 2 days per week in the office. This varies depending on the season.
  • Implementing ENB's Health & Safety Program, including:
    • Conducting safety observations and inspections
    • Coordinating and conducting safety meetings
    • Delivering safety orientations for contractors and employees
    • Following and promoting use of safe work procedures
    • Developing job hazard assessments for non-routine field work
  • Implementing ENB's Environmental Protection Program, including:
    • Using area maps and GIS to locate and document environmental field work
    • Conducting environmental inspections of the Brunswick Pipeline ROW
    • Developing mitigation plans for environmental issues and securing approvals for the work
    • Implementing mitigation procedures such as access, vegetation and waste management
    • Coordinating field work and landowner notifications with ENB's operations team
    • Managing contractors performing environmental maintenance activities
    • Ensuring field work is conducted in accordance with applicable permits
  • Promoting a strong safety culture, including identifying and addressing deficiencies, new hazards or risks, and areas for improvement
  • Acting as a resource to ENB employees and contractors with respect to health, safety and environmental protection matters
  • Working with the HSE Manager to develop and implement work plans and budgets
  • Participating in audits and other compliance activities related to the Health, Safety and Environment Programs
  • Supporting health, safety and environment data collection, analysis and presentation
  • Assisting the HSE Manager with document and records management
  • Supporting Emera corporate health, safety and environment initiatives as required
  • Assisting with any incident investigations
  • Operating company vehicle and side-by-side/UTV in a safe manner
  • Occasionally working evenings or weekends as required
  • Participating in emergency response exercises and incident command training
  • Conducting other duties and responsibilities as assigned by the HSE Manager

These skills will make you successful:

  • A Bachelor's Degree in Environmental Sciences and/or Diploma in Occupational Health and Safety
  • 5 years' experience implementing safety and/or environmental programs
  • A working knowledge of applicable codes, standards, federal and provincial health & safety and environmental regulations
  • Desire to be part of a collaborative team of office and field employees
  • Understanding risk assessment and risk management concepts
  • Ability to work collaboratively with contractors and understand their drivers to achieve positive safety outcomes
  • General knowledge of Word, Excel, and PowerPoint and an ability to learn to use various data management, GIS & asset management tools
  • Experience in the following areas would be considered strong assets:
    • Pipeline ROW maintenance activities particularly related to environmental issues mitigation tactics and strategies
    • General knowledge of pipeline operations and related facilities
    • Safety plan reviews and oversight
    • Contractor management
    • Technical support for regulatory reporting and compliance activities
  • You have a high level of personal integrity, attention to details, and an ability to work independently to meet given deadlines
  • You can demonstrate excellence in verbal and written communication as well as strong technical and investigative skills
  • You are a high-functioning professional who possesses excellent organizational and leadership skills. You take a collaborative approach as a relationship builder with an appropriate sense of urgency
  • Must have a valid driver's license with a clean driver's abstract that must be obtained no more than 30 days prior to employment start date
