About Academic Psychiatry Incorporated (API)
Academic Psychiatry Incorporated (API) is an incorporated entity associated with the Department of Psychiatry, Dalhousie University. API is responsible for the administration and management of Alternate Funding Plan (AFP) funding that supports psychiatry clinical services delivered to Nova Scotia Health (NSH), as well as academic commitments to Dalhousie University.
The Department of Psychiatry is one of the Faculty of Medicine's largest and most complex departments, providing clinical care, education, and research in psychiatric illness and treatment. The department delivers:
- A 5-year postgraduate residency program
- Subspecialty residency programs in Geriatric Psychiatry and Child & Adolescent Psychiatry
- A 2-year Master's Program and PhD Program in Psychiatry Research
- Undergraduate medical education
- Local, national, and international research initiatives
- Leadership in faculty development
Psychiatric care is delivered through the NSH Mental Health and Addictions Program and the IWK Health Mental Health and Addictions Program across multiple hospital and community-based sites. While the department operates under the governance frameworks of Dalhousie University, Nova Scotia Health, and IWK Health, it functions as a single integrated department. It includes over 200 faculty members, more than 100 psychiatrists, approximately 20 administrative staff, and manages an annual budget exceeding $35 million.
Position Summary
Academic Psychiatry Incorporated is seeking a Part-Time Intermediate Accountant to support the financial operations related to AFP funding and departmental activities. Reporting to senior administrative leadership, the successful candidate will play a key role in physician compensation processing, accounts payable and receivable, financial reporting, and compliance within a complex multi-institutional environment. This position is a one year, part-time contract (4 days per week) and is subject to renewal based on operational requirements and performance.
Key Responsibilities
- Prepare, validate, and process biweekly physician compensation payments under the Alternate Funding Plan (AFP), including earnings calculations, adjustments, reconciliations, and variance analysis
- Administer accounts payable and accounts receivable functions, including invoice verification, appropriate account coding, payment processing, revenue recognition, and maintenance of AP/AR sub-ledgers
- Perform bank and balance sheet reconciliations, investigating and resolving discrepancies in a timely manner
- Prepare and post journal entries, including accruals, deferrals, and inter-entity transactions
- Assist with monthly, quarterly, and year-end financial reporting, including variance analysis against budget and forecasts
- Monitor AP/AR aging, follow up on outstanding receivables, and support cash flow management
- Support budget preparation and forecasting related to AFP funding and departmental operations
- Ensure compliance with AFP agreements, internal controls, accounting standards, and organizational policies
- Provide financial information and analysis to internal stakeholders, including Dalhousie University, Nova Scotia Health, and IWK Health, as required
- Support external audit processes and respond to financial inquiries
Qualifications & Experience
- Post-secondary education in Accounting, Finance, active enrollment in a CPA program is preferred
- Minimum 1-2 years of progressive accounting experience
- Experience in healthcare, academic, or publicly funded environments is a strong asset
- Solid understanding of general ledger accounting, AP/AR, payroll-related processes, and financial reporting
- Proficiency with accounting systems and Microsoft 365, including Excel (intermediate to advanced level)
- Strong analytical skills with attention to detail and accuracy
- Ability to manage competing priorities and work independently in a complex environment
