The Nova Scotia Education Common Services Bureau (NSECSB) (the "Bureau") was established in 2018 under Nova Scotia's Education Act to support the efficient administration and operations of Nova Scotia's public education system and to provide and administer services to support groups for the benefit of individuals or groups related to the education system.

Reporting to the Director of Compensation and Benefits, the NSECSB is hiring a Compensation Consultant on a one-year term position who will play a key role within the Human Resources Unit by collaborating with HR partners and leaders across the seven Regional Centres for Education (RCEs) and the Conseil scolaire acadien provincial (CSAP). As a subject matter expert, the Compensation Consultant provides consulting and advisory services on compensation and classification decisions and actively participates in projects to increase consistency within employee classifications across Nova Scotia's public education system.

Key Accountabilities

  • Responsible for the management and coordination of all aspects of the Non-Union Compensation Framework for the eight Nova Scotia education entities, including leading job evaluation and salary rating processes.
  • Consult and advise the RCEs and the CSAP on a variety of compensation and classification matters including job design, job content and evaluation, salary determination and administration, step increases, costing, and pay plan administration.
  • Lead and participate in projects, on behalf of the RCEs and CSAP to support the design and development of innovative policies and processes that lead to consistency and alignment across the public education system.
  • Lead and participate in the development of tools, resources, and training to build capacity and compensation expertise with the RCEs and the CSAP.
  • Lead and/or participate in regular, ongoing monitoring and evaluation of compensation practices to ensure consistency across the system, and to ensure compensation decisions are meeting the needs of the RCEs and the CSAP.
  • Lead and/or participate in the development of enhanced reporting templates that facilitates the analysis of data related to compensation and benefits initiatives.

Working Conditions

  • Normal work week is 35 hours/week, 7 hours/day, 8:30 - 4:30 with a one-hour unpaid lunch break.
  • This role is primarily office-based, with flexibility to work remotely up to two days per week, subject to operational requirements and approval.
  • Position is located within a comfortable office setting using a computer which involves intermittent distractions from incoming inquiries via telephone, and email, and typical office noise.

Qualifications

A university degree in a Human Resources or related discipline with a minimum of 3 years of progressive experience consulting and providing specialist advice on compensation.

The successful candidate will demonstrate:

  • Strong research, reporting and analytical skills with an ability to interpret and manipulate large data sets, detect trends, draw conclusions, and formulate recommendations and solutions to complex compensation policy issues and problems.
  • Strong consulting, and partnering skills, gathering information to assess needs, providing advice and feedback to colleagues and senior leaders as well as planning, communicating findings and explaining outcomes.
  • Strong critical thinking, problem solving and project management skills.
  • Attentive to detail and strong communication (oral and written), interpersonal and client relationship skills.
  • Advanced proficiency with MS Excel.
  • Training and experience in job evaluation is an asset; familiarity with the Korn Ferry Hay Method is preferred.
  • Human Resources or Compensation Professional (CCP) designation is an asset.
  • Ability to communicate in French is considered an asset.
