Position Overview

Reporting to the Chief Legal Officer - General Counsel, the Contract Management Specialist is responsible for the ongoing negotiation, administration, and management of Alternate Funding Plan (AFP) compensation contracts affecting physicians within the province of New Brunswick. AFPs govern contractual responsibilities of participating physicians, hospitals and the Department of Health, and impact almost every medical specialty in New Brunswick.

The Contract Management Specialist is responsible for guidance and project management in support of the development of contract proposals with physician members, the negotiation of contracts with key partner stakeholders, and the ongoing operationalization of AFP agreements throughout the province. More than 45 existing AFP contracts govern payments to more than 450 physicians in New Brunswick. Ongoing demand for AFPs will require ongoing efforts to negotiate and manage additional applications in the future. The Contract Management Specialist is responsible for ensuring AFPs are consistently negotiated, managed, and aligned with legal, financial, and health system objectives.

The Contract Specialist must have strong project management skills and attention to detail. This individual will work closely with NBMS General Counsel, physician representatives and key leadership stakeholders within the hospital, government, and health system. The primary objective of this role is to negotiate and manage AFP contracts which support effective physician compensation models. This is meaningful work. Effective oversight and management of these contracts assist in recruiting and retaining highly specialized physicians to New Brunswick and contributes to improved access to medical care for patients of the province.

This role does not require the successful candidate to be a lawyer; however, candidates with legal qualifications and relevant experience may be considered for placement within an adjusted pay band.

Duties and Responsibilities

Key duties include:

AFP Strategy, Negotiation, and Management

  • Education of physician members on AFP compensation models
  • Draft proposals and support negotiation of AFP agreements between the NBMS, the Regional Health Authorities (RHAs), and the Department of Health
  • Support the ongoing management of AFP agreements through the AFP Advisory Committee, a joint committee of the NBMS, the Department of Health, and the RHAs
  • Provide subject-matter expertise during negotiations related to jurisdictional scans, funding structures, performance expectations, governance, and accountability
  • Prepare negotiation briefs, market competitive economic analysis, and risk assessments to support informed decision-making
  • Support monitoring of deliverables, reporting timelines, performance indicators, compliance obligations, and funding conditions

AFP Oversight and Administration

  • Manage the full lifecycle of AFP agreements, from initial proposal preparation to negotiation and execution of contracts, and renewal
  • Provide ongoing support to individual physician members and stakeholder partners related to specific contract management concerns or operational issues
  • Support compliance with contractual terms, funding conditions, reporting requirements, and applicable legislation or policy
  • Develop project plans, timelines, and support streamlined and efficient follow-through on action items to support multiple AFP initiatives concurrently
  • Ensure alignment and appropriate reporting between Legal, Negotiation & Physician Compensation, and Executive functions

Stakeholder Engagement and Relationship Management

  • Act as a key liaison with physician leaders and specialty groups participating in AFPs
  • Support the development and growth of positive, respectful relationships with physician members, healthcare stakeholder partners and our team at the NBMS
  • Facilitate discussions and resolution of issues related to AFP interpretation, performance, or compliance

Location and Hours of Work

This position is in Fredericton, New Brunswick. Work outside the normal business hours of 8:30 a.m. - 4:30 p.m. to accommodate client needs will be required from time to time. After-work commitments can be expected and are usually predictable and planned well in advance.

Qualifications

Education:

  • University degree in business, economics, finance, law, engineering, health administration, public administration, or a related field
  • Collective bargaining and/or negotiations training considered an asset
  • Legal training is not required; however, candidates with a law degree and relevant experience may be considered for an adjusted pay band

Experience:

  • Lack of experience may be offset by individuals that can demonstrate a capacity to work hard and learn fast
  • Ideally, progressive experience in a healthcare setting with exposure to physician compensation, policy, negotiations, contracts, or program management
  • Demonstrated understanding of physician compensation models, health system governance, and public-sector accountability is an asset
  • Experience participating in or leading negotiations involving complex funding or contractual arrangements is an asset
