The Newfoundland and Labrador College of Social Workers (NLCSW) is established by legislation to regulate and advance social work practice in the public interest. The vision is Excellence in Social Work. Governed by a Board of Directors, NLCSW is a progressive organization with over 1800 social workers. NLCSW is a member of the Canadian Association of Social Workers (CASW), the Canadian Council of Social Work Regulators (CCSWR), and the Association of Social Work Boards (ASWB).
Position Overview
As the Executive Director & Registrar, you deliver strategic direction, leadership, and oversight to the NLCSW, primarily focusing on ensuring compliance with the Act Respecting the Practice of Social Work (2010) in the province. Your leadership is instrumental in steering the NLCSW's comprehensive regulatory and professional development activities through quality assurance and effective risk management. Your role extends to guiding social work practices and influencing legislation, regulations, and standards significantly impacting social workers. Additionally, you play a pivotal role in fostering and delivering innovative research initiatives that shape the landscape of professional regulatory social work practice within the province.
Key Responsibilities
Strategic Leadership and Regulatory Oversight
- Provide seasoned oversight to ensure effective execution of the NLCSW's mandate and alignment with organizational objectives.
- Develop, implement, and monitor a comprehensive strategic plan to drive organizational growth and excellence.
- Enhance social work regulation by continuously refining the registration and professional conduct review processes through systematic quality reviews and ongoing evaluations.
- Serve as an authoritative resource by advising social workers on the interpretation and application of the Act Respecting the Practice of Social Work.
Research, Standards, and Partnerships
- Lead and advance research initiatives aimed at informing and improving regulatory standards and best practices within the profession.
- Foster collaborative partnerships with academic institutions and professional organizations to support innovative research and policy development.
- Oversee data governance and facilitate the publication and dissemination of research findings to strengthen evidence-based policy and practice.
- Contribute to the identification, development, and revision of essential practice resources, standards, and ethical guidelines.
Competence Development and Strategic Alliances
- Play a critical role in advancing continuing competence development in response to evolving regulatory, provincial, and national priorities.
- Cultivate strategic alliances and assume responsibility for the development of effective communication strategies and clear role delineation.
- Provide informed recommendations regarding resource allocation and actively pursue ongoing professional development.
Advocacy, Operations, and Collaborative Governance
- Champion the principles of expertise, diversity, and leadership within the social work sector, serving as an advocate for the profession across the province.
- Oversee day-to-day operations of the NLCSW, including management of human, financial, contractual, and material resources.
- Collaborate closely with the Board of Directors as an ex-officio member, providing guidance in the interpretation and execution of Board policies.
- Foster coalition development, enhance public engagement, and implement policies and strategic initiatives that promote excellence in regulatory governance.

- Demonstrate unwavering commitment to the advancement of social work practice by upholding and promoting the highest standards of professional conduct and regulatory compliance within the NLCSW.
Education and Professional Experience
As the preferred candidate, you hold a minimum of a Bachelor of Social Work, with an additional graduate degree; a Masters in Social Work is preferred, but a related graduate degree or an equivalent combination of education and experience will also be considered. In addition, eligibility for registration with the NLCSW is required. You have an impressive track record of relevant professional experience. You exhibit the qualities of a visionary leader, an effective communicator, a creative problem-solver, and an innovative thinker who is capable of proactively managing conflicts. You strive for excellence in advancing social work practice by demonstrating a commitment to the NLCSW's integrity, respect, collaboration, and social justice values. As a visionary leader and thinker, you bring a profound understanding and extensive experience in social work regulation, policy development/programs, and a comprehensive grasp of the various drivers and opportunities within the social work community. Your proven progressive leadership experience and familiarity with operating within a not-for-profit regulatory governance environment are essential. Experience in reporting to a Board of Directors is a requisite aspect of your professional background. Moreover, you are adept at showcasing effective communication, change, people and project management proficiency. Your successful history encompasses crafting, communicating, and executing strategic and associated operational plans. Demonstrating proficiency in managing people, fiscal, risk matters, and resources, along with strong communication and public speaking skills, enables you to convey the College's mission and goals effectively.

Working Conditions
In this position, you will be working onsite at the NLCSW's office. You require a flexible schedule to accommodate early morning, evening, and occasional weekend, in-person and virtual meetings. Periodic travel and a valid driver's license with access to a vehicle are required.
