Buyer II is responsible for managing the full procurement process to support NB Power's needs. They work across different purchasing categories, ensure compliance with policies, help internal teams with procurement, manage vendor relationships, support contract development, and contribute to improving supply chain processes.
Key functions include:
• End to End Procurement Execution & Compliance:
o Lead the full procurement cycle from requisition to contract award, including tendering (RFQ, RFP, REOI), evaluations, negotiations, and preparing purchase orders and contracts.
o Maintain accurate procurement documentation and ensure all activities comply with relevant legislation, policies, and internal processes.
o Work closely with internal clients and vendors to gather requirements, provide procurement guidance, and serve as the primary liaison throughout the process.
• Internal Advisory, Collaboration & Relationship Management:
o Provide expert procurement support to business units across the organization and collaborate with key functional teams
o Manage vendor communication during formal tendering processes, including inquiries and clarifications.
o Promote collaboration and professionalism by supporting junior staff, sharing knowledge, and fostering positive internal and external relationships.
• Risk Management & Continuous Improvement:
o Identify and address supply chain risks, including contract expirations, vendor performance issues, market changes, and delivery delays.
o Maintain accurate, audit-ready procurement records and support improvements to systems, processes, templates, and tools.
o Participate in debriefs and continuous improvement efforts to enhance procurement practices and organizational performance.
Our ideal teammate will have:
• University Degree in Business Administration with four years of progressive purchasing experience, including conducting competitive bidding process using various procurement methods for complex purchases of goods and services and developing procurement plans.
• Public Procurement experience would be considered as an asset
OR
• Diploma in Supply Chain Administration or Procurement with six years of progressive purchasing experience, including conducting competitive bidding process using various procurement methods for complex purchases of goods and services and developing procurement plans.
• Public Procurement experience would be considered as an asset
An equivalent combination of training and experience may be considered. Subject to competition response, the minimum qualifications may be modified.
An Eligibility List generated from this competition may be used to fill future vacancies at the same level within a period of up to 12 months.
