The Department of Health is recruiting for a new Executive Director of Pharmaceutical Services in Fredericton to succeed the current incumbent who is retiring in March 2026. The Pharmaceutical Services Branch is responsible for the development and delivery of pharmaceutical policies, programs, and services within the province. They set the strategic direction and policies for publicly funded drug programs and initiatives, manage and monitor agreements related to the provincial drug programs, and provide consultative services within the Department.

Reporting to the Associate Deputy Minister, the Executive Director:

  • Leads the development of the strategic direction for Pharmaceutical Services Branch and the execution of its objectives;
  • Provides leadership, oversight, and direction for program development and implementation, including the New Brunswick Drug Plans and Prescription Monitoring Program;
  • Oversees the staffing, work planning, supervision, and budgeting for a team of employees;
  • Provides technical guidance on pharmaceutical issues to senior political and administrative leadership in government and throughout New Brunswick's health system;
  • Ensures the alignment of external providers with current policies;
  • Oversees the negotiation of contracts and agreements with external providers such as Medavie Blue Cross, consultants, pharmaceutical manufacturers, etc.;
  • Represents the Department of Health at national/provincial meetings related to pharmaceutical issues;
  • Participates in the development of national pharmaceutical strategies and agreements in collaboration with other jurisdictions (i.e., federal, provincial, territorial);
  • Leads relations with stakeholders and partners such as the NB College of Pharmacists, Regional Health Authorities, universities, and the pharmaceutical industries.

Essential Qualifications:

  • Master's Degree and a minimum of twelve (12) years of experience, which includes at least two (2) years of senior leadership experience managing staff.

Possessing exceptional collaboration and relationship-building skills, this candidate is adept at interfacing with senior leaders, external stakeholders, and clients at all organizational echelons. They thrive in challenging environments and consistently deliver results, utilizing strong communication skills to effectively influence change across systems and through system partners and provide support to peers across our whole health service continuum.
  • An equivalent combination of education, training and experience may be considered.

Asset Qualifications: Preference may be given to candidates that possess one or more of the following asset qualifications:

  • Health system experience managing program/service delivery, planning system changes, policy development, information systems development, and/or financial management
  • Experience with negotiation processes, strategies, and contract management
  • Knowledge of health policy and publicly funded health systems
  • Degree in Pharmacy

Salary: $131,716 to $144,872 per annum (Pay Band 10)
