The Project Manager, Healthcare Infrastructure, will be a key part of the NS Healthcare Infrastructure team, providing project management across the project lifecycle, from planning, procurement, selection of and negotiation with a preferred proponent, oversight of the construction and commissioning period, and transition to the operational phase. This position will report to the Project Director.

Responsibilities
  • Oversee the planning, design, and technical development of large and complex healthcare infrastructure projects delivered through Public-Private Partnerships (P3s).
  • Manage projects through various stages of development including planning, Request for Qualifications (RFQ) and Request for Proposal (RFP), and design phases.Support in the construction phase, commissioning phase, and final transfer of responsibility to operations.
  • Develop and monitor project scopes, schedules, budgets, resource plans, track performance, perform risk management and drive mitigation strategies.
  • Recommend and support strategies to effectively manage contracts, negotiate changes/variations to contractual agreements.
  • Coordinate procurement of consultants, contractors, and other partners ensuring compliance with public sector policies and value-for-money objectives.
  • Build and maintain positive relationships with various teams and stakeholders and multiple support-service organizations to mitigate project risks and ensure all project objectives are achieved. Including but not limited to liaising with internal project stakeholders, external consultants and contractors, and related Governmental organizations.
  • Ensure all technical and design work aligns with the overall project requirements, Province standards, clinical planning, and project objectives through the management and coordination of various workstreams including design submission reviews, stakeholder meetings, site visits and reporting.
  • Supervise and mentor a team of Project Coordinators/Officers and ensure the effective management of human and financial resources by setting and evaluating staff performance targets, and promoting a healthy, respectful workplace.
  • Continuously demonstrate leadership competencies and positively support organizational policies and procedures.
Qualifications
  • We are looking for professionals who have a university degree in Engineering, Architecture, Commerce, or other relevant disciplines combined with a minimum of 5 years of progressive hands-on experience managing building construction and systems in an owner representative or a construction supervisory role.
  • Healthcare infrastructure experience is a significant asset.
  • Strong business acumen, solid experience dealing with project budget, schedule, and technical requirements as well as financial and legal matters, and contract management are required.
  • Experience with P3 programs and building construction and systems is strongly preferred, with solid understanding of the various specific P3 delivery models (e.g. Build-Finance, Design-Build-Finance, Design-Build-Finance-Maintain, etc.).
  • To succeed in this role, you must have sound stakeholder management skills and experience finding positive solutions to complex issues with clients and diverse teams of project consultants and specialists. Advanced presentation, consultation, negotiation, influencing and consensus building skills are also required.
  • Experience negotiating claims, scope changes and other compliance and contractual items on projects is desirable.
  • Equivalent combinations of education and experience may be considered.
  • Professional Engineer (P.Eng) designation or eligibility to obtain is a significant asset.
  • PMP certification is an asset.
