Responsibilities

Reporting to the Regional Facilities Manager, the Facilities Manager is responsible for organizing, administering, and leading the implementation of facilities maintenance and custodial services in an efficient and economic manner. This position is responsible for ensuring that all students, staff, and visitors are provided clean, safe, attractive, and healthy places in which to learn and work.

The Facilities Manager is an integral member of the College Management Team at NBCC. With one Facilities Manager providing a consistent and reliable presence at each campus, this is a "Go to" manager for Emergency/Incident Response, Issues and Complaints and Local Event Support.

Responsibilities include, but not limited to:

Operations

  • Managing delivery and ensuring compliance of custodial and maintenance services by NBCC operational staff, including scheduling, prioritizing and quality assurance.
  • Managing the activities of staff, ensuring safe and efficient operation of facility systems and compliance with applicable regulations.
  • Ensuring that maintenance and custodial activities are conducted to a standard of excellence in line with college expectations.
  • Ensuring contractual obligations with outside service contractors providing various carpentry, electrical, heating and ventilation and other similar services are met.
  • Monitoring the performance of vendors operating under annual contracts (i.e. garbage removal, snow removal, paper shredding and scrap metal collection).
  • Responsible for implementing and monitoring compliance with preventive and corrective maintenance programs.
  • In coordination with Manager, Planning and Projects, this position provides campus-level oversight of construction projects, ensuring planning and preparation to minimize impact on college academic and administrative activities.
  • Acting as a key liaison with various internal and external stakeholders (including Unions).
  • Maintaining campus security, acting as primary liaison with local contracted security service providers, ensuring that contractual obligations are met.
  • Acting as the Emergency Action Coordinator for the campus; coordinating emergency response with local authorities and leading threat assessments as required.
  • Maintaining an environment of continuous improvement, engaging in relevant campus initiatives.
  • Ensuring that facilities work is performed in accordance with the requirements of the OHS Act.
  • Implement the Health and Safety program at the campus as prepared by the Manager, Health and Safety.

Relationship Building

  • Participating and contributing to various committees and projects across the organization, e.g. Joint Health & Safety Committee, RICL, Student Union executive committee, Graduation, and various lean six sigma committees.
  • Responsible for building and maintaining relationships within the academic and administrative divisions on campus.
  • Providing timely, effective, and consistent advice to supervisors on all operational issues
  • Developing and managing relationships with external stakeholders to meet financial obligations and to remain current with priorities and plans and to partake in sharing of best practices.
  • Continuously improving facilities, streamlining work-processes, and working cooperatively and jointly with internal & external clients, partners, and stakeholders to provide quality seamless customer service.

People Management

  • Leading and developing a team of facilities employees at various levels
  • Providing strategic direction and leadership and ensuring that the team is engaged and collaborative by managing, supporting, and providing motivational leadership to facilities employees, holding frequent check in meetings, assisting with goal planning, conducting annual performance reviews, and facilitating career development conversations.
  • Responsible for ensuring a positive, diverse, and inclusive work and learning environment.
  • Being the first point of contact for addressing personnel issues with direct reports in a timely manner and with respect for provisions of the collective agreement and applicable NBCC policies.
  • Responsible for managing all aspects of employee performance including attendance and accommodation, establishing clear performance standards and goals for direct reports and holding each employee accountable for meeting those standards and goals.
  • Ensuring staff, consultants and contractors are addressing all safety, environmental, regulatory issues in the provision of efficient building services.

Strategic Planning

  • Participating in annual and periodic reviews of college strategic plans, providing campus specific input.
  • Implementing operational plans for the campus facilities that are consistent with the overall strategic direction of the College.
  • Implementing and monitoring strategies to ensure facility plans remain aligned with emerging needs while maintaining alignment with overall strategies.
  • Establishing the annual operating budgets and local discretionary capital project lists.

This position requires work outside of normal working hours to monitor and respond to facilities emergencies and weather events.

Qualifications

Education & Experience:

  • Diploma or degree in a related field with a P. Tech, CET, or CEFP designation, a minimum of five (5) years of related experience with a minimum of three (3) years supervisory experience.
  • Demonstrated experience with commercial building systems, codes, and standards.
  • Experience in preventative maintenance and Facilities/Management.
  • Experience working in a unionized environment.
  • Demonstrated experience in operational and resource management, budget planning and project management.
  • Proficiency with Microsoft Office Suite including Teams, Excel, Word, PowerPoint, and SharePoint.
  • Highly flexible with excellent interpersonal and communication skills and the ability to navigate and build relationships effectively throughout the organization and stakeholders.
  • Organized, a self-starter, and able to move efficiently among multiple initiatives throughout the day.
  • Demonstrated ability to introduce and manage change, new concepts, and best practices
  • Organized, approachable, flexible and customer centric with prioritization skills.

  • Preference may be given to candidates who have experience working in a post-secondary environment.
