Legal Counsel
The Canada-Newfoundland and Labrador Offshore Energy Regulator (C-NLOER) has an exciting opportunity for the position of Legal Counsel. Reporting to the General Counsel, the Legal Counsel will provide advice on legal and regulatory matters, including the Accord Acts and related regulations, safety and environmental laws, offshore renewable energy, administrative law, corporate governance, contracts, and access to information and privacy.
The successful candidate will work in a dynamic environment with subject matter experts across the organization. As a trusted advisor, you will provide timely and practical advice to help management and staff identify and manage risk and support their decision-making. Candidates must be eligible for membership or be an active member in good standing with the Law Society of Newfoundland and Labrador. Qualified candidates have superior oral and written communication skills. Strong analytical and organizational skills are essential for this position. Experience with administrative and contract law is required. Experience as in-house counsel or with providing advice to a board or government entity is an asset. Candidates with a strong interest in oil and gas or renewable energy law are encouraged to apply. A minimum of five years legal experience is preferred.

Who we are:
The Canada-Newfoundland and Labrador Offshore Energy Regulator (C-NLOER) is the independent agency originally created as the Canada-Newfoundland and Labrador Offshore Petroleum Board (C-NLOPB) in 1986 by the federal and provincial governments under the Atlantic Accord Implementation Acts. Legislative amendments that came into effect in 2025 expanded our mandate to include offshore renewable energy and changed our name. The C-NLOER regulates oil and gas exploration and development and will regulate future renewable energy projects in the Canada-Newfoundland and Labrador Offshore Area. Our mandate includes oversight of worker health and safety, environmental protection, resource management and industrial benefits.
