Finance Analyst

About the Role

The Finance Analyst, reporting to the Director of Finance and collaborating closely with the Project Finance Lead, plays a pivotal role in ensuring the integrity and clarity of project financials. This position is responsible for both liaising with project proponents and internal teams to verify essential financial information, and for delivering timely, accurate financial reporting.

Success in this role requires strong critical thinking, exceptional attention to detail, and a sense of urgency. The Finance Analyst is instrumental in ensuring project costs are understood, documented, compliant, and approved.

Role and Responsibilities

Project Finance

  • Develop a deep understanding of OSC eligible cost guidelines and funding guidelines, to perform required roles with a goal of becoming a subject matter expert within OSC;
  • Responsible for the project/portfolio forecasting and variance analysis including obtaining required information from the projects, analyzing and ensuring accuracy for review by Project Finance Lead;
  • Review and recommend for approval project items, including Project Change Request's ("PCR's"), advance requests, foreign cost requests, financial gates and special conditions;
  • Assist with all required reporting for funding providers, including bi-annual reconciliations;
  • Assist with ensuring all internal and external program funding guides, manuals, templates and materials are up to date;
  • Assist finance team with ad-hoc finance related projects and policies;
  • Continually work to enhance claims review process, procedures, templates, and the overall service experience for claimants;

Contracting Financial Due Diligence

  • Support the organization's financial due diligence and contracting process and ensuring compliance with OSC's overall risk management program;
  • Review project budgets to ensure funding eligibility, seeking clarification and ensuring supporting documentation is accurate and compliant;
  • Complete review of project documentation with the objective of assessing risk to the OSC;
  • Recommend appropriate risk mitigation strategies when applicable;
  • Work with Project Finance Lead to drive process improvement through automation and innovation to continually improve effectiveness and efficiency of processes through automation, forms or process improvements.

Claims Review

  • Support the claims review process;
  • Review, verify, validate, process and approve assigned project claims on a timely basis;
  • Ensure thorough documentation of claims review, such as documenting the verification of supporting documentation, discussions with project proponents;
  • Capture details and appropriate record management of all claims, electronically, and provide updates and reporting to other OSC teammates as requested.

Qualifications

  • Bachelor's degree in Finance, Accounting, or a related field;
  • 2-4 years of professional financial experience;
  • Audit or claim review experience is an asset;
  • Experience in a firm and/or client-facing industry is essential;
  • Experience and understanding of the Blue Economy, meaning sustainable use of ocean resources for economic growth and jobs, is highly valued;
  • Advanced proficiency in Excel; familiarity with Salesforce and monday.com, or alternative project management software is an asset;
  • A passion for leveraging data and technology to drive results.
