Job Summary
Working within NL Health Services (Digital Health) Enterprise Application Support department, the Systems Analyst I provides enterprise application support and analytical expertise to all areas of NLHS - including Clinical, Administrative, Financial, and Hospital Support departments.

Duties and Responsibilities

  • Plans, implements, and tests code releases and configuration changes across test, staging, production, and disaster recovery environments.
  • Delivers data quality and assurance services to ensure systems and data comply with specifications, adhere to provincial standards, and align with strategic business objectives.
  • Acts as a subject matter expert for application architecture, supporting departmental, organizational, and provincial standards for government healthcare technology solutions.
  • Coordinates Tier 3 vendor support activities, including incident management, vendor system access, application troubleshooting, and optimization of service delivery in compliance with Operating and Service Level Agreements.
  • Collaborates with systems, network, and architecture teams to provide application expertise throughout the design, build, and implementation phases of the system development lifecycle.
  • Builds and maintains strong working relationships with internal teams, system stakeholders, and external vendors to promote cooperation and collaboration during system refinement and enhancement activities.
  • Manages high-priority information requests from government departments (e.g., Department of Health and Community Services, Government Services, Regional Health Authorities), ensuring accurate and timely report development and delivery.
  • Develops and maintains operational procedures and technical documentation for all enterprise application services. Provides recommendations and guidance on system solutions, including data analysis, system planning, coordination of new system support, and liaison with users and vendors to resolve issues.
  • Supports, develops, deploys, tests, and documents solutions for existing systems, and assists in the implementation of new systems. Participates in technology testing, disaster recovery planning, end-user training, and provides second-level support and mentorship to other team members.
  • Utilizes cloud-based technologies and platform-as-a-service solutions (e.g., ServiceNow, Salesforce, AWS) to support enterprise application development and delivery.

Job Qualifications

Successful completion of one of the following is required:

  • A bachelor?s degree in computer science from a recognized or accredited university; or
  1. A bachelor?s degree in commerce or business, supplemented by a diploma in Information Technology or Informatics (minimum one-year program, 900 hours in duration); or
  2. A three-year diploma in computer studies from a recognized or accredited college.
  • A minimum of three years? experience within the last five years supporting enterprise (client/server) applications in a healthcare environment is required, including:
    1. Experience working in Windows and Linux server environments to investigate, diagnose, and resolve complex application issues; and
    2. Collaborating with development teams and external software vendors to ensure organizational software requirements are met.
  • A minimum of one years? experience within the last three years is required in the following:
    1. Developing reports using tools that leverage SQL - such as Crystal Reports, SSRS, Cognos, Power BI, or equivalent systems - with demonstrated experience writing SQL queries and code directly, not solely relying on report-generation interfaces; and
    2. Supporting small to medium operational projects for enterprise applications.
  • Certification in Information Technology Infrastructure Library (ITIL) or equivalent experience applying ITIL best practices.
  • Proven ability to collaborate effectively with stakeholders across the healthcare system.
  • Strong leadership skills with the ability to teach, guide, and mentor others.
  • Exceptional analytical, organizational, prioritization, and communication skills.
  • Demonstrated proficiency in using a variety of technology tools, including programming languages (e.g., VB.NET, C#, JavaScript), scripting, command-line utilities, computer diagnostic tools, and event log analysis.
  • A satisfactory record of work performance and a certificate of conduct from the RCMP or local police authority are required.
  • Availability for after-hours and weekend on-call support may be required.
