Department Overview

The Governance, Risk & Controls (GRC) and Financial Reporting Controls (FRC) Function under the Chief Accountant's Department serves as the bank's First Line of Defense (1B) for financial governance, risk oversight, and control effectiveness. The team is accountable for ensuring the bank operates within a strong, well-designed control environment that supports accurate financial reporting, regulatory compliance, and operational resilience.

GRC/FRC acts as a trusted advisor to Chief Accountant on complex initiatives impacting financial reporting, data integrity and control design.

Job Description

As Manager, Specialized Finance Project, you will play a key role in supporting and overseeing complex initiatives that impact TD's financial reporting and control environment. You will work closely with project teams, control partners, and business segment to access risks, advice on control design, and ensure compliance with TD's Financial Reporting and Reconciliation Polices.

Job Requirements

In this role, you will:

  • Serve as a trusted advisory to Finance project teams, providing expertise on financial reporting controls, reconciliation standards and policy expections.
  • Support and oversee Finance-Led and Finance-Impacted projects that influence the general ledger, reconciliation and data flow between systems.
  • Conduct end-to-end reviews of reconciliation process, identifying control gaps, compliance concerns, or emerging risks.
  • Research and investigate complex reconciliation issues or data inconsisidtencies across Finance systems to determine root causes and recommend sustainable solutions.
  • Provide proactive advice and challenge to project stakeholders to ensure compliance with Financial reporting, Chart of Accounts, and Reconcilaiton policies.
  • Collaborate with business segments, technology, and governance partners to ensure that new processes or system implementations align with TD/s control framework.
  • Communicate findings and recommendations clearly to both technical and non-technical audiences, ensuring alignment and shared understanding.
  • Support continuous improvement and automation in GRC/FRC project governance and change management
  • Apply first line challenge lens to evaluate assumptions, controls, ownership, scope, risk treatment, mitigation plan, and risk acceptance.
  • Enhance the impact of change governance programs, promote consistent documentation, challenge standards and change execution practices.

Core Competencies:

  • CPA designation is a must.
  • 5+ years' experience in Finance, Audit, or Risk functions within a financial institution or accounting firm.
  • Strong understanding of reconciliation processes, financial reporting, and control design.
  • Demonstrated ability to analyze complex issues, identify root causes, and develop actionable recommendations.
  • Excellent communication and interpersonal skills, with the ability to influence and collaborate across functions.
  • Proven ability to anticipate risks and identify potential non-compliance with policies during project planning or implementation.
  • Experience in finance systems, data flow analysis, or process re-engineering is an asset.
  • Familiarity with SOX and other financial control frameworks considered an asset.
  • Ownership mindset with a relentless curiosity for improving processes.

Other Qualifications/Skills/Experience:

  • Exceptional communication (written/verbal) and presentation skills – able to influence stakeholders at all levels.
  • Strong organizational skills to manage multiple priorities in a fast-paced environment.

Educational Requirements:

  • CPA required; additional certifications (CISM, CIA) are assets.

Undergraduate degree in Accounting, Finance, or related field
