The Project Officer will support Build Nova Scotia's Project Delivery Team in the delivery of major healthcare infrastructure projects, including the Halifax Infirmary Expansion Project (HIEP) and the Essential Integrations Project. Reporting directly to the Project Manager, the Project Officer will collaborate with various integrated project work stream groups and stakeholders to ensure effective coordination, communication, and support throughout the project lifecycle.This is a five (5) year term position.

Responsibilities

- Provide comprehensive support to Project Managers throughout all phases of infrastructure project delivery, including initiation, procurement (RFP), design, construction, commissioning, and operational transition.
- Assist in the preparation and coordination of project documentation, including deliverables, technical reports, responses to Requests for Information (RFIs), and review of submittals.
- Collaborate with project teams to develop, maintain, and report on detailed project schedules, ensuring alignment with key milestones and timelines.
- Support financial tracking and reporting activities, working closely with Project Managers to monitor budgets, expenditures, and forecasts.
- Maintain and update project risk registers, ensuring timely identification and mitigation of potential issues.
- Conduct quality assurance reviews of contract-related documentation across all project phases, including purchase orders, invoices, and critical records management.
- Contribute to the implementation and optimization of project management systems (e.g., e-Builder) to enhance workflow efficiency across the project lifecycle.
- Coordinate stakeholder meetings, including scheduling, minute-taking, and distribution of action items and follow-ups.
- Participate in design, construction, commissioning, and executive-level meetings, providing updates on project progress, scheduling, and administrative matters.
- Attend active construction sites, including hospital environments, to support on-site coordination and monitor construction progress.
- Prepare construction review and field review reports to document site observations, assess compliance with design intent, and support issue resolution.
- Prepare and manage project communications, agendas, and reports for internal and external stakeholders, ensuring timely follow-up on outstanding items.
- Aggregate and analyze data from multiple workstreams to produce standardized reports that inform project tracking and decision-making.
- Perform general administrative duties to support the successful execution of infrastructure projects.

Qualifications

- Post-secondary education (degree or diploma) in construction, engineering, architecture or related field.
- Graduate-level education in engineering or architecture is an asset.
- Experience in healthcare infrastructure or construction projects is an asset.
- A Project Management (i.e., PMI PMP) designation would be an asset.
- Proficiency in project management software (e.g., E-Builder, MS Project, Excel).
- Strong organizational, communication, and analytical skills.
- Comfortable working on active construction sites.
- Strong business acumen with an understanding of dealing with project budgets, schedules, and technical requirements.
- Ability to work independently and collaboratively in a fast-paced environment.
- Must have sound stakeholder management skills, the ability to work independently and collaboratively in a fast-paced environment and to adapt quickly and respond to a changing environment, and experience finding positive solutions to issues with clients and diverse teams of project consultants and specialists. Presentation, consultation, negotiation, influencing and consensus building skills are also desired.
- Experience negotiating claims, scope changes and other compliance and contractual items on projects is desirable.
