Provincial Pharmacy Manager, Value and Access
Job Summary
Reporting to the Director of Pharmacy, Central and Western Zones, this position is responsible for the development, implementation, and ongoing leadership of a fully integrated and centralized drug procurement and distribution model, including provincial formulary management, drug shortage management, drug use evaluation program, and contracting strategy to realize cost-effective and clinically appropriate drug access. This position is responsible for developing budget impact analyses related to drug therapies, monitoring drug utilization, and monitoring and advising on various aspects related to drug budgets. The Provincial Pharmacy Manager, Value and Access, participates in and informs the pricing negotiation of drug therapies and establishes Product Listing Agreements with various manufacturers to facilitate cost-effective pricing and is responsible for coordination of associated rebates. The successful candidate will represent Newfoundland and Labrador Health Services on relevant national and group purchasing organization committees and coordinating pharmacy drug procurement and contracting processes.
The successful candidate will ensure standardized and equitable medication access while reducing overall drug costs by reducing low-value health care as aligned with Health Accord recommendations. As a member of the Provincial Pharmacy leadership team, the manager participates in the development, implementation and evaluation of the Provincial Pharmacy Program strategic directions and objectives as well as process improvement projects. The manager liaises with internal and external stakeholders to achieve results and is responsible for the efficient and effective use of resources; financial management including operating budget accountability; and human resources management including performance reviews and attendance management.
Job Qualifications
Education
Graduation from an approved School of Pharmacy is required. Equivalency of education and experience may be considered.
Master?s degree in Health Administration, Public Administration, Business or a related field is an asset.
Experience
A minimum of five (5) years? experience within the last seven (7) in a hospital pharmacy environment with experience with managing projects of a complex nature.
