Who we are:
The Department of Education Early Childhood Development (EECD) is seeking to fill the role of Senior Internal Auditor to lead the Internal Audit Unit, reporting to the Director of Strategic Alignment & Project Management Office (SAPMO). The unit provides independent insight on the controls, compliance, and program management, playing a critical role in safeguarding public resources, strengthening accountability, and supporting continuous improvement across early childhood and K-12 education.

SAPMO is part of the Policy, Strategic Planning & Project Management Office (PSPPMO) Division, alongside Policy & Legislative Affairs, Teacher Certification, and Corporate Data. Together, the division provides integrated support for strategic, performance improvement, data governance, and legislative alignment across the education system.

What you will do:
As the head of the unit, this strategically important role will oversee and guide the work of the Internal Auditor, set the annual risk-based audit plan, ensure audits and investigations are carried out to the highest professional standards, and provide independent insight and advice to the Audit Committee, which includes the department's Deputy Ministers and Assistant Deputy Ministers, directly influencing decision-making.

In this role, key responsibilities include:

  • Establish standardized audit processes, documentation, communication practices, and follow-up procedures.
  • Facilitate risk assessment discussions with divisions, branches, units, and districts on programs, services, and operations, and develop the risk-based audit plan to identify areas that should be prioritized for audit.
  • Conduct audits and investigations, including planning, fieldwork, interviews, site visits, and reporting, with scopes that may address legislative, process, technology, financial, human resources, data, and reporting considerations.
  • Identify and assess risks and instances of non-compliance, and develop audit reports with recommendations to strengthen controls, accountability, and adherence to policies and regulations.
  • Work with management to document responses to recommendations, ensure they are approved, and monitor follow-up actions to strengthen accountability.
  • Provide the Audit Committee with accurate and relevant information, including audit findings, recommendations, and management responses.
  • Build and maintain strong, professional relationships at the department and within each district to support risk assessments, effective audit work, and constructive follow-up.

Required Competencies:

  • Bachelor's degree in a related field
  • Minimum four (4) years of relevant experience, which may include:
    • Internal audit, risk management, or quality assurance, including experience contributing to planning, fieldwork, and reporting; or
    • Financial management or accounting, including experience analyzing information and preparing reports for decision-making; or
    • Compliance reviews, monitoring, or program/policy evaluation, including experience assessing adherence to standards and documenting findings; or
    • Facilitating discussions or consultations with stakeholders through project work, improvement initiatives, or as a program or service owner to identify gaps, risks, or compliance issues, and preparing recommendations or reports for leadership.
  • An equivalent combination of education, training and experience may be considered.

Written and spoken competence in English and French is required. Please state your language capability.

Nice to have:

  • Progress toward or completion of a professional designation (CPA, CIA, CISA, or equivalent).
  • Experience in program or policy evaluation.
  • Experience in regulatory compliance, monitoring, or inspections.
  • Experience in project management or process improvement.
  • Experience with data analysis or business intelligence tools.
  • Experience working in a government or regulatory environment.
  • Knowledge of Oracle Financials or similar financial systems.

Wage:
Pay Band 5 - $66,924 - $93,470 annually.

Work environment:

  • Office location: Place 2000, 250 King Street, Fredericton.
  • Travel to school districts, schools or early learning childcare facilities may be required depending on the nature of the audits.
  • Possibility of remote work within New Brunswick.
  • Standard hours of work: Monday - Friday, 8:15-4:30.
