Halifax Water is accepting applications for a Term Business Analyst (up to 24 months) in the I&T Services Department.

Responsibilities
  • Analyze and model the current state of a service, function or business process to create a complete picture of existing process flow.
  • Perform needs assessment and requirements definition to facilitate consensus in the identification and documentation of agreed upon functional and non-functional business requirements and specifications.
  • Lead Business Case development and Cost Benefit Analysis in support of major initiatives.
  • Participate in business analysis activities to assess the effectiveness and efficiency of current business processes and identify and recommend process improvements and efficiency gains.
  • Develop and maintain a requirements traceability matrix to ensure all business requirements, design components and testing elements are addressed and identified.
  • Lead the development and execution of User Acceptance test plans based upon agreed system requirements and defined business processes.
  • Obtain formal stakeholder approval on business process documents and business change impacts.
  • Analyze training needs and support the development of training programs or modification / improvement to existing programs.
  • Participate in a variety of management activities including hiring, performance management, discipline, budgeting processes and labour relations matters. Operating within budgets.
  • Assist in the development and maintenance of tools and methodology standards for the Business Analyst role.
  • Performs such other related duties as may be assigned.
Qualifications
  • Education:
    • Post-secondary degree in Computer Science or Business Administration.
  • Experience:
    • Minimum of three (3) years in business analysis roles with direct experience performing needs identification and assessment; requirements definition; business process modeling; business case development and cost benefit analysis with knowledge in solution delivery methodologies, tools and techniques. A combination of equivalent education and experience may be considered.
  • Other Requirements
    • Business Analysis Certification
    • ITIL Certification
    • Must have access to reliable transportation.
    • Must be willing to undertake and maintain the following safety training:
      • First Aid
      • WHMIS
