We are currently looking for a Procurement Specialist to join our Joint Strategic Procurement team in a full time position. Reporting to the Procurement Operations Manager, this position leads and facilitates the procurement of good and services and the implementation of contracts. Following NSPI's procurement and governance processes the Procurement Specialist is responsible for effectively procuring, managing and administering various types of agreements.


Key elements of this role include:

As a Procurement Specialist, you will:

  • Responsible for the development and management of procurement initiatives in collaboration with stakeholders, including the identification and mitigation of risks.

  • Lead the development of procurement strategies

  • Issue formal and informal requests for proposals for goods and services, addenda, review proposal responses based on qualitative and quantitative criteria and write recommendations.

  • Foster strong relationships and open communications with suppliers, contractors, and internal stakeholders

  • Ensure procurement initiatives are timely, effective and aligned with NSPI's policies and procedures.

  • Work in collaboration with Legal team to monitor and manage contracts while ensuring compliance

  • Coordinate the negotiation of terms and conditions of contracts

  • Ensure contractors and suppliers are adhering to terms and conditions of their agreements and Key Performance Indicators (KPI's) to drive value and productivity

  • Work with contractors to identify opportunities for innovation, efficiency, and cost savings

  • Ensure that procurement practices and procedures are being followed throughout the procurement life cycle

  • Provide guidance to various internal departments regarding commercial and contractual matters.

  • Support the development of improved processes and templates for further standardization.

  • Propose and assist the department with implementing cost reduction strategies.

Accountabilities:

You will conduct strategic procurement activities to reduce the total cost of goods and services and mitigate risks through proactive analysis of requirements and leading procurement initiatives. You will develop, negotiate and maintain agreements that are all encompassing in scope and ensure the best value. You will lead request for proposal activities for all areas of the business.

You will assess on a continuing basis the adequacy of the procurement strategies and how they relate to the organization, the environment, local business, health and safety and a competitive marketplace.

You will be responsible for personal safety and that of your co-workers by observing all Occupational Health and Safety Rules and Regulations. You will be accountable for environmental performance as it relates to the environmental management system processes and initiatives.


These skills will make you successful:
  • You must have a University Degree or College Diploma in business or related field and experience in Contracting, Strategic Sourcing, Project Management and an overall understanding of Strategic Procurement and Supply Chain Management. Certified SCMP Designation or PMP Certification would be considered an asset.
  • You will be required to facilitate group meetings and provide an in-depth knowledge of sourcing and procurement principles and standard methodologies. You need to have superior negotiation and conflict resolution skills.
  • You must provide excellent customer service to all stakeholders. Inter-personal and communication skills (verbal and written) are imperative as you will need to communicate effectively with all levels of management. You must have exceptional leadership, problem solving and troubleshooting skills.
  • You must have advanced MS Office skills and experience with developing/conducting presentations. You must be able to demonstrate the ability to organize, control and coordinate various activities in a fast-paced, team-oriented environment.
  • You are a high performer who delivers more than what is expected, who provides excellent service by understanding customers' needs, who enthusiastically supports change, who shares your expertise, who takes responsibility for your development and who actively seeks new challenges.
  • You will be required to hold a valid driver's license and travel for this position.
