NOTICE OF CONTRACT POSITION (3 YRS): MANAGER, CO-OPERATIVE HOUSING GROWTH AND DEVELOPMENT

The Co-operative Housing Federation of Canada is recruiting for a full time (35 hours per week), contract position of Manager, Co-operative Housing Growth and Development for a period of 3 years starting as soon as possible. The position may be located at any CHF Canada office (Vancouver, Toronto, Ottawa, Truro) on a hybrid basis (with possible consideration for remote options).

The mission of the Co-operative Housing Federation of Canada (CHF Canada) is to inspire, represent and serve our members in a united co-operative housing movement. There is significant unmet demand for affordable and co-operative housing, and we want more people to experience the security, vibrancy and resiliency of co-operative living. We work with federal, provincial/territorial and municipal governments to support existing co-ops, and to develop more co-op housing, so we can continue to lead the way in creating inclusive, accessible, diverse and sustainable communities. Our movement is resourceful, passionate, and dedicated to a future with more co-operative housing.

Reporting to the Director, Co-operative Housing Development, the Manager, Co-operative Housing Growth and Development plays a critical role in supporting the expansion of co-operative housing across the country including co-op expansions, redevelopment, mergers, acquisitions and new creative models for growth and funding.

The Manager employs a collaborative and partnership-based approach in examining leads and opportunities for new co-op housing development while also providing strategic leadership and management support in the delivery of future funding mechanisms. The Manager also plays a role in supporting leads and opportunities for new co-op housing development through resource development, communication, research and education. The Manager plays a key role and works with the Public Affairs team to identify gaps, research needs and funding to develop and grow the sector. This role is seen as a subject matter expert on co-operative housing growth and development and possesses the requisite knowledge to represent CHF Canada internally and externally.

The Manager supports the development team with capacity building through the creation of new material and information, research and analysis, and reporting activities for the Co-operative Housing Development Program (CHDP).

The Manager supports the execution of CHF Canada's growth and development strategic plan by leveraging the Co-op Housing Development Program through:

  • Creating and managing project charters, workplans, departmental budgets and performance measures, to achieve growth and development goals.
  • Providing analysis and recommendations to the Director, Co-operative Housing Development and senior management team on the operational design and execution of future options for future co-operative housing development.
  • Preparing scenario analysis and data-centered reports/presentations to support business cases for new development and infill projects and examination of options to enhance financial feasibility and ongoing resources.
  • Investigating future service offerings and development activities for revenue-generation to support ongoing new development and growth.

The Manager, in collaboration with regional, education, communication and development teams:

  • Co-creates tools, templates, education materials and resources to guide internal and external stakeholders through the various phases of growth and development, at scale.
  • Hosts networking events, knowledge sharing sessions and workshops and ensure participation in events and forums to foster partnerships.
  • Provides development support/tools on capacity building in themes including but not limited to governance, financial planning, asset and reserve fund management, real estate development, municipal permitting processes.
  • Engages non-profit and private sector associations, in collaboration with the Public Affairs Team, to keep a pulse on current events and represent CHF Canada.

The Manager, in collaboration with the Manager, Co-operative Housing Development, manages the lifecycle of CHF Canada backed projects from concept to delivery by:

  • Performing initial due diligence, feasibility and financial analysis
  • Advancing projects through all other phases of the development and approval cycles (master planning, rezoning, schematic design, design development, construction and delivery).
  • Performing full life cycle management from loan agreement to occupancy including tendering for project team, construction management, close out and occupancy transition.

What we're looking for:

  • A university degree in a related field or an equivalent combination of related post-secondary education and extensive relevant experience may be considered.
  • Extensive experience with community housing providers, specifically with co-operative governance and management, or transferable experience from the community housing sector.
  • Specialized skills in one or more of the following areas: non-profit real estate development, organizational development, financial management, governance, and/or property management.
  • Working knowledge of co-operative governance, operation and management of housing co-operatives.
  • Excellent financial acumen including ability to review, interpret, and analyze financial statements, financial modelling, pro forma analysis, real estate project modelling, development case flows and construction management accounting.
  • Excellent leadership skills, people management and design-centered thinking.
  • Excellent oral, written and interpersonal communication skills, including plain-language writing skills and the ability to write for various target audiences and platforms.
  • Knowledge of the Office 365 suite of applications, including excellent knowledge of MS Excel and financial modelling.
  • Working knowledge of graphic design tools, including: Canva and/or Adobe Creative Cloud.
  • Working knowledge of other software applications and productivity tools an asset, including: SalesForce, Adobe, Slack, Asana, Trello.
  • Ability to work positively and effectively with a wide range of individuals, teams, organizations, and stakeholders involved in CHF Canada's growth and development plans.
  • Superior negotiation skills and ability to effectively balance competing or different interests and to move multiple parties toward a shared mutually acceptable resolution of all issues.
  • Ability to work independently and collaboratively as part of a team.
  • French-language proficiency is an asset.
