The Manager, Clinical Planning will work in collaboration with the QEII New Generation Project team to deliver on the redevelopment of the QEII Health Sciences Center. The QEII New Generation Project scope includes the decanting of the Centennial and Victoria Buildings and distribution of services to several locations including Dartmouth General Hospital, Hants Community Hospital, the Halifax Infirmary, a new community outpatient centre (Bayers Lake) and a new 10 bed hospice.
The Manager, Clinical Planning will report to the Director, Clinical Planning but will support other members of the project leadership team as required consistent with Nova Scotia Health's (NSH) responsibilities for project planning and delivery.
The Manager, Clinical Planning has the following major accountabilities:
- Collaborate/provide indirect support to the QEII New Generation Project leadership team
- Lead identified clinical functional programming & planning teams and serve as the central point of contact/coordination for designated groups. Ensure the alignment of project planning and initiatives to overall operational needs and strategic priorities.
- Collaborate and engage key clinical stakeholders
- Assist with progress report preparation to be used in board, executive and government status updates as well as updates to the NSH community
- Assist in implementing a risk identification and monitoring process for all NSH interests in the QEII Redevelopment Project.
Direct support to the Director, Clinical Planning
Lead various planning initiatives including clinical functional planning, design development and other essential project activities in preparation for project tender and construction within the overall redevelopment project
Lead project planning and execution and project management for identified sub-projects within the larger QEII New Generation Project using formal PM tools and processes
Lead detailed process to understand and address the clinical impact and mitigate risks for spaces being redeveloped (through design, construction, operational readiness, and burn-in project phases), for all the projects within a zone-based portfolio
Lead identified change management and support operational readiness/transition activities associated with identified sub-projects
Lead/support related procurement processes (in collaboration with team members)
Lead/participate as a member of project team(s) for various project components; responsible to obtain the appropriate clinical subject matter expert & senior leadership approvals at various stages
Lead/support business case development and analysis of project options in conjunction with financial and/or data analyst
Support budget stewardship in conjunction with the project team and government partners
Support planning/development of next phases of the QEII New Generation Project Master Plan.
- Bachelor's degree in a health-related discipline
- Master's degree in Health Administration, Business Administration, or similar
- 3-5 years' experience in healthcare planning, health care/hospital construction project work, including planning, implementation, and operational readiness
- Exceptional facilitation, conflict management and problem-solving skills
- Project management experience
- Project Management Professional certification is an asset.
- Certified Health Executive (CHE) designation is an asset.
